Military and Diplomatic Highlights:
The Israel Defense Forces (IDF) have killed the following terrorist leaders between December 11-12:
• Fehmi Salmi, Hamas Nukhba Company Commander
• Salah Dahham, Head of Hamas’ Paragliding Unit
• Ammar Daloul, Department Head in Hamas' Manufacturing Headquarters
• Jihad Yassin, Company Commander in Hamas’ Zeitoun Battalion
Civil Protection and Humanitarian Assistance Highlights:
Israel
• On December 8th, Magen David Adom (MDA) treated and transported a 45-year-old burn victim, likely the result of a firebomb attack on Route 90 in the Gilboa region.
• A shooting attack occurred on December 11th on Route 60 near Beit Jala. MDA treated and transported two patients to area hospitals.
Gaza Strip
• There are at least 1.9 million people displaced (90% of the population). Many have been displaced repeatedly, some 10 times or more.
• The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported that as of December 10th, 80% of the population were under an active Israeli-issued evacuation order.
• Ongoing IDF activity in Northern Gaza has prevented any humanitarian aid from entering the area. Between 65,000 to 75,000 people are without access to food, water, electricity or reliable healthcare.
• Healthcare and Public Health Update:
o The EU on December 9th, carried out a medical evacuation of six patients and 20 companions requiring urgent medical care from Egypt to Norway.
o The World Health Organization (WHO) reported that the Kamal Adwan Hospital was exposed to shelling which has injured both patients and health workers:
Water, oxygen and fuel tanks were destroyed in the shelling.
The hospital is without electrical power.
As of December 12th, WHO convoys to resupply the hospital have failed to reach the hospital, despite multiple attempts.
96 patients remain in the hospital.
A nurse was killed in an attack on his way to the hospital on December 12th.
• Food Security Update:
o The World Food Programme (WFP) reported that interrupted food assistance in the Gaza Strip has led to a severe decline in food access, a tripling of households experiencing poor or severe food consumption, and a doubling of those facing food shortages since July.
o As of December 9th, only four out of 19 bakeries supported by WFP remained operational across the Gaza Strip, all of them in the Gaza governorate.
o The United Nations Children’s Fund (UNICEF) conducted a monitoring survey between November 26 and December 6 which showed that nearly 100% of children between 6 and 23 months of age and pregnant and breastfeeding women in Gaza City, Deir al-Balah and Khan Younis are not meeting minimum dietary diversity.
o On December 10th, a joint UN convoy delivered food to communities in southern and central Gaza. A total of 105 trucks were involved. The food assistance provided will provide for the needs of nearly 200,000 people.
Lebanon
• Widespread destruction of civilian infrastructure in Baalbek and Bekaa has left many displaced families unable to return home.
• On December 11th, the first shipment of medical supplies from WHO funded by South Korea arrived in Lebanon:
o This shipment included 18 kits of external fixators, which are crucial for performing limb-saving surgeries.
o The supplies will be distributed to hospitals throughout the country.
• OCHA reported that as of December 13th, Lebanese Civil Defense Teams in Sohmor have been working to support early recovery. The UN Development Programme has been supporting these teams with essential equipment and safety gear.
• The World Bank has published a report on the impact on the country’s economy:
o The cost of physical damages and economic losses due to the conflict in Lebanon is estimated at $8.5 billion.
o In terms of economic growth, the conflict is estimated to have cut Lebanon’s real GDP growth by at least 6.6% in 2024. This compounds five years of sustained sharp economic contraction that has exceeded 34% of real GDP.
Violations of International Humanitarian Law (IHL) Highlights:
Gaza Strip
• UNRWA reported that as of December 8th, 254 of their personnel have been killed.
Lebanon
• As of December 12th, OCHA reports that 15 first responders have been killed during the conflict.
