Sudanese Civil War Situation Report #17




Conflict Highlights:

·         Renewed fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has resulted in the deaths of at least 168 civilians between July 26-28 in El Fasher, the capital of North Darfur state.

·         The civil war has so far resulted in 19,395 fatalities.

 

Humanitarian Assistance Highlights:

·         The UN Migration Agency (IOM) Displacement Tracking Matrix as of July 24th is reporting the following:

o   There are 10.7 million Internally Displaced Persons (IDPs) in all 18 states.

o   Recent clashes in Sennar State displace more than 151,750 people uprooted from their homes.

o   2.3 million refugees crossed the border into neighboring countries.

·         As of July 27th, IOM received four cargo flights carrying 2,500 family tents in Port Sudan.  This is enough to provide temporary shelter for 12,500 people forced to flee their homes.

·         Amid a challenging operating environment and limited funding, 128 humanitarian partners reach about 7.1 million people across the country with some form of humanitarian assistance.

·         The IOM and the Sudanese Red Crescent Society (SRCS) as of July 25th were able to reach nearly 1,000 displaced families and provide them with basic relief items in Atbara, Nile River.

·         Healthcare and Public Health Updates:

o   On July 25th, the World Health Organization (WHO) launched operations support along with the provision of supplies and equipment to revitalize essential and lifesaving services in 40 hospitals.

o   WHO on July 30th distributed 22 tons of medicine and medical supplies to El Daein in East Darfur and Nyala in South Darfur to meet the urgent health needs of 408,000 persons for up to three months.

·         Heavy rains on July 26th caused flash flooding in the Kassala State:

o   This flooding affected five gathering sites and reception centers hosting over 10,000 IDPs.

o   The Shagarab and Wad Sherifye refugee camps have also been affected by the floods. A little over 400 shelters were damaged in Shagarab refugee camps.

o   The Kassala State Governor and Humanitarian Aid Commission in coordination with UN agencies, International Non-Government Organizations, and host communities have identified an area close to the Kassala airport where flood-affected IDPs can be relocated to.

o   Due to the flooding WHO has prepositioned emergency health supplies (cholera kits) in Kassala and Gedaref states for rainy season preparedness.

·         Food Security Update:

o   The UN Refugee Agency supported the World Food Programme (WFP) on July 25th in distributing food supplies to 11,000 individuals.  These supplies will cover 70% of their needs for August and September. 

o   On July 26th, WFP distributed 9,290 metric tons of critical food assistance to refugees in South Sudan. 

o   On August 1st, the Integrated Food Security Phase Classification Famine Review Committee (FRC) released a report:

ü  The FRC finds it plausible that IPC Phase 5 (Famine) is ongoing in July 2024 in Zamzam camp near El Fasher town. The FRC concludes that IPC Phase 5 (Famine) conditions will continue into the August to end of October projection period.

ü  While uncertainty remains, the FRC finds that the likelihood of famine remains high in Zamzam camp after October and that many other areas throughout Sudan remain at risk of Famine as long as the conflict and limited humanitarian access continue.

ü  The FRC highlights that similar conditions are likely prevailing in other IDP sites in the El Fasher area, notably in Abu Shouk and Al Salam camps.

 

Violations of International Humanitarian Law Highlights:

·         WHO has documented 88 attacks on healthcare since April 2023.

·         The Emergency Lawyers have reported the following:

o   The 4th Infantry Division in the Blue Nile State on July 16th arrested a member of the Sudanese Journalists Syndicate (Mr. Siddiq Dalay).

o   On July 24th, there was increased detentions of individuals based on tribal and regional basis.  Last June, military intelligence in Al-Shawak locality arrested 120 civilians under the pretext of cooperating with RSF, simply because they belong to tribal components.

·         Human Rights Watch has reported that both the RSF and SAF have committed widespread acts of sexual violence, including rape and gang rape, and the forced marriage of women and girls in areas of Khartoum under their control.
