Israel/Hamas War Situation Report #64




Military and Diplomatic Highlights:  

·         On September 29th, the Israeli Air Force (IAF) struck Houthi targets (power plants and seaport) in Yemen in response to their recent attacks against Israel.

·         The Israel Defense Forces (IDF) reported that they have killed the following Hamas and Hezbollah terrorist leaders between September 27 to 30:

o   Hassan Nasrallah, Hezbollah’s Secretary-General

o   Eid Hassan Nashar, Commander of Hezbollah’s Medium-Range Rocket Unit

o   Nidal Abdel-Aal, Head of the Lebanon Branch of the PFLP terrorist organization

o   Fateh Sherif, Head of the Hamas’ Lebanon Branch

o   Nabil Qaouk, Commander of Hezbollah's Preventative Security Unit

·         On September 30th, Israel began what it has called a limited, localized and targeted ground offensive against Hezbollah forces and facilities in Lebanon: 

o   On October 1st, the IDF reported that over 150 Hezbollah sites (command center, weapons storage facilities and rocket launchers) have been destroyed through airstrikes.

o   The IDF reported on October 2nd that eight soldiers were killed in combat in Southern Lebanon.

·         The IDF worked with U.S. Central Command (U.S.S. Cole & U.S.S. Bulkeley) to intercept the missiles launched from Iran on October 2nd.  In response to these attacks, approximately 10 million civilians were ordered into bomb shelters throughout Israel. 

 

Civil Protection and Humanitarian Assistance Highlights:

 

Israel

On October 1st the Magen David Adom (MDA) reported the following responses:

·         In an attack in Jaffa, the MDA treated and transported seven people from critical to mild condition.

·         In Lower Galilee, MDA treated and transported a 75-year-old male in mild condition due to shrapnel injuries.

·         A 50-year-old male in moderate condition was treated and transported with a shrapnel wound to the head.

 

Gaza Strip

·         There remains at least 1.9 Internally Displaced Persons (IDPs) throughout Gaza.  Most of these IDPs have been displaced multiple times. 

·         Humanitarian aid movements in Gaza continue to face significant access constraints:

o   Between September 1-26, out of 588 planned humanitarian movements coordinated with the Israeli authorities across Gaza, 79 involved movements between northern and southern Gaza, of which 87% were either impeded or denied.

·         As the rainy season approaches, the UN and their humanitarian partners are concerned that the already dire living conditions will deteriorate further, putting hundreds of thousands of people at heightened risk of additional displacement, asset loss, health hazards, and limited access to essential services.

·         The UN and its humanitarian partners have developed a Winterization Plan, which aims to address the critical needs of over 2.1 million people in Gaza during the winter months.  The plan’s goal includes:

o   Enhance conditions in shelters to protect people from the cold and flooding.

o   Distributing warm clothing, blankets, tarpaulins, heating materials to displaced households.

o   Installing temporary drainage systems to redirect floodwaters away from critical infrastructure, including dumping sites.

o   Establishing winter-proof baby-friendly tents for breastfeeding and provision of nutrition services.

o   The implementation of planned interventions cannot happen in the absence of unimpeded entry of required humanitarian items into Gaza, the availability of adequate quantities of fuel and facilitation of safe humanitarian movement between warehouses and distribution points.

·         On October 1st, the World Health Organization (WHO) reported that eight patients have been evacuated for specialized medical care in Romania:

o   Half of the patients have cancer, two have a blood disease, one needs a kidney transplant, and one has a severe injury.

o   The patients are traveling with 24 companions.

·         Food Security Update:

o   The Food Security Sector (FSS) reported that, in September, due to continuous food supply shortages, more than 1.4 million people did not receive their monthly food rations.

o   FSS partners continue to face challenges in keeping kitchens and bakeries operational; as of the third week of September, about 600,000 cooked meals prepared in more than 150 kitchens were provided daily to families, but this level of meal production is expected to decrease in October due to dwindling supplies.

o   14 bakeries being supported by humanitarian partners are presently operational, the continued functionality of the six bakeries in northern Gaza is contingent on securing yeast or shifting to the production of yeast-free bread.

o   The Famine Early Warning Systems Network in an August analysis indicated that humanitarian assistance is only partially mitigating the severity of acute food insecurity and people are expected to continue enduring “large to extreme food consumption deficits, malnourishment, and hunger-related mortality” until “safe, consistent humanitarian access” facilitates both an increase in the quantity of aid delivered and effective distribution to people in need.

o   The UN Agency for Palestine Refugees (UNRWA) on October 2nd reported that 70% of Gaza’s cropland has been destroyed. 

·         The World Bank on September 23rd, reported that the Palestinian economy is nearing economic freefall:

o   Gaza’s economy has contracted by 86% in the first quarter of 2024, with the overall GDP in the Occupied Territories declining by 35%, marking its largest economic contraction on record.

 

Lebanon

·         The Lebanese Ministry of Health reports that around 1,600 people were killed and more than 9,000 people were injured since October 8, 2023. 

·         More than one million people have been directly affected and/or displaced by intense airstrikes across Lebanon.

·         The IDF issued numerous civilian evacuation orders, these included:

o   On September 27th, several neighborhoods in Hadath, Laylake, and Burj el Barajneh in Beirut’s southern suburbs were ordered to evacuate. This triggered a massive wave of displacement.

o   Residents in Beirut's southern suburbs, southern Lebanon, and the Bekaa were instructed to leave on September 28th and not return until further notice.

o   On September 30th, the IDF advised that residents of border villages were directed to evacuate and head north of the Awali River.

o   On October 1st, evacuation orders were announced for all residents of southern Lebanon.  These residents were advised to avoid using vehicles for travel between the North and South Litani River.

·         UNRWA as of September 24th has opened 10 shelters.

·         On October 2nd, the UN Refugee Agency (UNHCR) reported that approximately 128,000 people are estimated to have crossed from Lebanon into Syria since the escalation of hostilities:

o   The Syrian Red Crescent Society (SRCS) reported on September 30th, that more than 60% of people arriving at Syrian border crossings are children.

o   The UNHCR and the SRCS are working at four crossing points to support new arrivals. 

o   The SRCS has provided the following assistance to refugees from Lebanon between September 24-30:

ü  139,454 water bottles

ü  69,887 instant food supplies

ü  1,738 canned food parcels and 127 food kits.

ü  139,454 blankets

ü  Provided medical services to 7,038 people through their mobile clinics and teams.

ü  Provided bus transportation for 386 families as of September 28th.  

ü  Established two shelters that are housing 58 families.

·         On September 30th Lebanon activated assistance through the EU Civil Protection Mechanism:

o   France has begun delivering medicines and established two mobile health posts.

o   As of October 2nd, the EU has provided 500,000 Euros in immediate emergency funding to UNHCR to support their operations. 

 

 

Violations of International Humanitarian Law (IHL) Highlights:

 

Gaza Strip

·         The UNRWA reported that in September, at least 11 schools sheltering IDPs have been hit, with nearly 100 fatalities reported.

·         The Health Cluster reported that as of September 19th there were 492 total attacks on healthcare facilities in Gaza:

o   Every hospital in Gaza has been affected and no hospital remains fully functional.

·         On October 1st, the Palestine Red Crescent Society (PRCS) reported that the IDF targeted and attacked their EMS crews while they were trying to evacuate the injured inside the Balata camp in Nablus:

o   This attack injured six PRCS personnel.

 

Lebanon

·         WHO reports that in Lebanon, around 40 of 317 primary health centers, and two hospitals have suspended the provision of services due to the conflict:  

o   At least 38 health personnel have been killed and 68 have been injured as of September 27th.

·         At least 25 water facilities have been reported as damaged which has disrupted water supply for over 360,000 people as of September 30th.
