Military Highlights:

·       As of October 30th, the Rapid Support Forces (RSF) have captured El Fasher after an 18-month siege. An estimated 26,000 people have fled the city in recent days.

 

Humanitarian Assistance Highlights:

·       On October 20th a joint UN convoy reached the towns of Dilling and Kadugli in South Kordofan, delivering urgently needed supplies:

o   Tens of thousands of people in these areas have endured months of isolation, hunger, and fear.

o   The supplies included food, relief items and health, nutrition and hygiene supplies.

o   This was the first major joint UN convoy to reach these locations since the conflict began.

·       Hunger is surging in the Blue Nile area with over 70% of communities facing crisis levels of hunger as of October 28th.

·       Healthcare and Public Health Updates:

o   The Sudanese American Physicians Association (SAPA) in partnership with the Ministry of Health and the UN Children’s Fund (UNICEF) in September restarted a comprehensive vaccination campaign starting in the Khartoum State:

ü  This campaign includes routine and intensified immunization campaigns.

ü  The campaign is aiming to reach more than 240,000 children.

o   On October 13th, SAPA in partnership with the Ministry of Health, UNICEF and the Japanese government has established a 36-bed Neonatal Intensive Care Unit at Port Sudan Children’s Hospital. This unit has already provided treatment to 110 newborns.

o   The Dengue outbreak as of October 21st according to the World Health Organization (WHO) has affected more than 37,000 people in the states of Khartoum, Al Jazirah and White Nile. Over 100 people have died.

o   SAPA and UNICEF have been delivering vital care, treatment, vaccines, and malnutrition screening through mobile clinics. A total of 384 children were screened as of October 21st.

o   Based on the influx of civilians escaping El Flasher, SAPA has taken the following actions:  

ü  SAPA mobile clinic teams on November 1st treated 54 people who displayed wounds caused by various weapons.

ü  As of November 2nd, they have set up tents, shelters, and temporary latrines for displaced families.

·       As of November 2nd, humanitarian funding for the country is at its lowest level in more than a decade. The humanitarian appeal is only 27% funded.

 

 

 

Violations of International Humanitarian Law Highlights:

·       As of October 23rd, WHO has reported 49 attacks on healthcare in 2025 alone. These attacks have killed 966 people and injured 202 people.

·       The RSF has committed numerous human rights violations in the City of Bara:

o   The Emergency Lawyers as of October 25th reported that the RSF has liquidated civilians and is looting the city following the withdrawal of the Sudanese Army.

o   On October 28th, the Sudanese Red Crescent Society (SRCS) reported that five volunteers were killed and three volunteers are reported as missing.

·       The capture of El Fasher by the RSF has been followed by numerous reports of human right violations and war crimes:

o   On October 28th, the RSF attacked the Saudi Maternity Hospital in El Fasher:

ü  More than 460 patients and their companions were killed and six health workers were abducted.

ü  This hospital was the only health facility in the city and was only partially operational.

o   The Youth Citizens Observers Network (YCON) has reported serious human right violations (mass killings, summary executions of ethnic minorities, etc.).

o   The SRCS reported that they have lost contact with their team in the city.

o   The Humanitarian Research Lab published a report on October 31st. The highlights of this report are:

ü  There is no indication of large scale movement of civilians out of the city as of October 31st which may indicate that the majority of the civilians left in the city are dead, captured, or in hiding.

ü  The RSF is no longer in positions to trap civilians trying to escape.

ü  Satellite imagery analysis has identified at least 31 cluster of objects that are consistent with human bodies.
