Sudanese Civil War Situation Report #20




Conflict Highlights:

• The security situation in Sudan remains highly volatile with the Rapid Support Forces (RSF) maintaining control across much of Darfur and the West of the country.

• The Sudanese Armed Forces (SAF) maintains control over key cities in the East.

• Fighting continues to intensify around El-Fasher in the West and Khartoum in the East.

• Violence has also escalated in Al-Gezira state, where multiple towns and villages have suffered attacks from RSF forces during November.

Humanitarian Assistance Highlights:

• The UN and its partners have targeted 14.7 million people and have reached 12.4 million people.

• There are now 12 million forcibly displaced, including 8.6 million internally and 3.1 million in neighboring countries.

• Urgent humanitarian needs include water, food, shelter, health, and core relief items.

• On November 25th, General Al-Burhan announced that UN agencies can now establish humanitarian hubs in El Obeid, Kadugli, and Ed Damazine and that UN personnel would be authorized to accompany convoys and oversee aid distributions.

• The Sudanese Red Crescent Society (SRCS) continues to provide humanitarian assistance through the country:

o On November 26 they distributed food and non-food items to 654 displaced families in Khashm al-Qirba, Halfa al-Jadida and Nahr Atbara.

o 150 families received foodstuff (flour, oil, salt, lentils) at the Al-Shigla center (south of Barbar locality) on November 28th.

o In cooperation with the International Committee of the Red Cross on December 1st, they distributed seeds for the winter agricultural season in the locality of Kreinek.

• On November 28th, the World Health Organization (WHO) delivered 63 metric tons of medical supplies to healthcare locations in West Darfur (Geneina), Central, South and East Darfur. These supplies are enough to support over 366,000 people.

• Food Security Update:

o More than 25.6 million people are facing acute levels of food insecurity, including 755,000 at risk of famine.

o While the harvest season typically leads to stabilization in food security, initial indications are that cultivation in critical agricultural production areas has been significantly disrupted for a second consecutive year due to ongoing conflict and mass displacement, historic rainfall and flooding, and disruptions to financing.

o A convoy of World Food Programme (WFP) trucks arrived in Zamzam on November 22nd with food assistance for 12,500 people. This is the first convoy to reach the camp in months.

o WFP on December 4th reported that intense shelling in North Darfur’s Zamzam camp is disrupting the distribution of WFP food assistance.

o WHO and its partners are supporting 126 stabilization centers and scaling up nutrition emergency response.

• The United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator visited Sudan from November 23-30.

Violations of International Humanitarian Law Highlights:

• The Emergency Lawyers on December 1st reported that warplanes targeted the village of Umm Qurain in North Kordofan State. This attack killed eight innocent civilians.

• The Humanitarian Research Lab published a report on December 3rd on the RSF attack on the Zamzam Internally Displaced Persons (IDP) Camp in North Darfur:

o Satellite imagery analysis confirmed that munitions were fired between December 1-3.

o Several structures (school, market, etc) were damaged in the attack which caused additional civilian displacement

o The current population of the Zamzam IDP camp is estimated to range between 500,000 to over one million people.

• The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported that between January and September 2024 Gender Based Violence partners reached 164,300 potential survivors:

o This is only 10% of the target population.

o The limitations of reaching the rest of the impacted population includes insecurity, access issues, and underfunding.
