Military and Diplomatic Highlights:
· The Ukrainian military reported the following Russian losses:
o 1,444,810 Soldiers (Wounded or Killed)
o 12,230 Tanks
o 25,049 Armored vehicles
o 47,003 Artillery pieces
o 434,140 Drones
o 2,071 Unmanned ground vehicles
o 439 Aircrafts
o 354 Helicopters
o 4,950 Cruise missiles
o 34 Warships
o 2 Submarines
· Between July 20 to July 29th, the Ukrainian Secret Service (SSU) and the Ukrainian military successfully struck the following Russian targets:
o The Ukrainian military between July 20-22 struck 10 cargo ships, one oil tanker and two tugboats.
o On July 20th the SSU struck a Russian Federal Security Service coordination center and personnel base in the occupied Kherson region:
ü 13 SSU drones hit this facility which resulted in a major fire at this base.
ü This site housed up to 100 personnel and dozens of vehicles.
o The Ukrainian military on July 21st successfully targeted the Khalino airbase in Russia’s Kursk region. This attack destroyed a MiG-29 fighter jet and a Pantsir-S1 air defense system.
o On July 24th, the Ukrainian military struck one of the key military enterprises in Russia's Kirov which supplied components for aircraft and missile systems.
o Ukrainian military forces on July 27th targeted and damaged an export terminal in the Rostov region and oil facilities in the Yaroslavl region and the Udmurt Republic.
o Ukrainian military forces on July 29th hit the following targets:
ü Ryazan oil refinery.
ü Black Sea Fleet fast-boat base near Mizhvodne.
ü Russian radar station near Pochep, Bryansk region
ü Strike drone storage and launch site in occupied Donetsk.
ü Supply depot in Portivske.
ü Logistics bridge near Vyselky.
· On July 27th the Romanian Ministry of Foreign Affairs summoned the Russian Ambassador:
o This was a response to the repeated violations of Romanian airspace between July 24-26.
o A total of three Russian drones were shot down in Romanian territory.
o The Russian ambassador was presented with fragments of the destroyed Russian drones that were shot down.
War and Atrocity Crimes Investigations Highlights:
· Between July 16-20 there were several attacks targeting civilians:
o The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported on July 16th that a Russian attacks across the country resulted in 24 civilian fatalities and 120 injuries.
o The Odesa region was attacked on July 18th. One child was killed.
o On July 19th, Kyiv was targeted by the largest missile attack since the start of the Russian invasion. This attack involved multiple ballistic and hypersonic cruise missiles. One civilian was killed and 20 people were injured.
o Other regions were attacked on July 19th. A 5-story residential building was destroyed in Zaporizhzhia. Three people were killed and 45 people were injured.
· The Ukrainian Red Cross reported the following attacks on their personnel and facilities:
o On July 2nd a warehouse in Kviv was destroyed in a Russian attack. Around 320,000 relief items and equipment were destroyed.
o A Russian strike on July 17th killed a Ukrainian Red Cross instructor.
o An operational vehicle was destroyed by a Russian drone on July 19th. No volunteers or staff was injured.
o On July 22nd a Red Cross office in Druzhkivka, Donetsk region was damaged in a Russian attack. No staff or volunteers were injured.
· The Ukrainian State Emergency Services (SES) reported the following attacks on their personnel and facilities:
o On July 21st, three SES personnel were injured in a Russian attack. The SES personnel were attacked while they were trying to extinguish a fire in a residential building in the Nikopol district.
o A SES station in Poltava district on July 25th was damaged in a Russian attack.
o SES personnel in Marhanets on July 28th came under Russian attack. No personnel were injured but a fire rescue vehicle was damaged.
o Four SES personnel were injured in the Zaporizhzhia district while extinguishing an open area fire on July 28th were attacked by a Russian drone.
· On July 2nd, a World Health Organization (WHO) emergency medical station in Kyiv was damaged by a Russian attack. This attacked injured three paramedics and three EMTs and nine ambulances were damaged. The relocated Mariupol Intensive Care Hospital was also damaged.
· The World Food Programme (WFP) reported the following attacks on their personnel and facilities:
o On July 2nd, a WFP armored vehicle was struck by a Russian drone while traveling back from Mezhova, Dnipropetrovsk region that had offloaded food boxes for distribution.
o A WFP warehouse in Dnipro on July 17th was struck four times by Russian drones. Fortunately, all personnel were reported as safe.
· On July 20th, a UN Children’s Fund contracted warehouse in Bilohorodka, Kyiv region was severely damaged in a Russian attack.
Civil Protection, Humanitarian Assistance and Development Highlights:
· A total of 4.47 million people is in need of humanitarian assistance:
o 1.47 million people are targeted for assistance.
o 638,000 people have been reached.
· The UN Migration Agency (IOM) reports that an estimated 3.9 million people remain internally displaced in Ukraine as of June 2026:
o The number of displaced has remained around 12% of the country’s population since 2023.
o Seven in ten of internally displaced people have been away from their homes for more than two years.
o Internal displacement is still occurring throughout the county, an estimated 132,000 people were forced to leave their homes between January and June 2026.
· The Ukrainian Red Cross provided the following assistance:
o To strengthen the preparedness of social care facilities the Red Cross with support from the German Red Cross provided 9,000 sets of respiratory protective equipment along with training on their use.
o On July 16th, with support from the EU Civil Protection Mechanism the Red Cross handed over 30 generators to the Kharkiv City Territorial Community.
o As of July 24th, over 180 mobile shelters were installed throughout the country. These mobile shelters are designed to protect civilians from blast waves and shrapnel.
o With support from the United States on July 29th the Red Cross provided 69 sets of emergency response equipment to volunteer fire brigades in 16 communities across the Chernihiv region.
o On July 30th following a Russian attack in Lviv the Red Cross set up humanitarian assistance point to provide drinking water, first aid, psychological first aid and essential hygiene kits.
· Humanitarian Convoys:
o A UN interagency convoy on July 18th delivered relief supplies to a frontline community of several hundred people in the Kherson Region. This community is currently without electricity and has no access to health care or markets.
o The WFP on July 23rd delivered over 11,000 food kits to the residents of Sloviansk, Donetsk region.
o A UN humanitarian convoy on July 25th delivered medicine, hygiene kits and clothing to a Kherson front-line community.
o On July 29th, a UN interagency convoy delivered medical, hygiene and other essential supplies for over 500 people in a front-line community in the Dnipro region.
· As of July 17th, the World Food Programme (WFP) and the European Union provided monthly cash assistance to 150,000 people. This assistance will allow them to buy food, medicine, and other essentials.
· The SES was recently provided additional vehicles:
o On July 22, the Estonian Rescue Association delivered eight vehicles.
o The Ukrainian Firefighters Charitable Foundation on July 27th, provided a Rosenbauer Panther 8×8 air crash rescue truck.
· Humanitarian partners have launched the 2026-2027 Winter Response Plan which is targeting 2.1 million people which requires $358.4 million.
Cultural Heritage Protection Highlights:
As of July 15th, the UN Educational, Scientific and Cultural Organization (UNESCO) reported that 541 cultural heritage sites were damaged, this includes:
· 156 Religious sites
· 281 Buildings of historical and/or artistic interest.
· 43 Museums.
· 33 Monuments.
· 22 Libraries.
· 5 Archaeological sites.
· 1 Archive.
