Military and Diplomatic Highlights: 

·       The Ukrainian military has reported the following Russian losses as of May 24th:

o   1,355,920 Soldiers (Killed or Wounded)

o   11,950 Tanks

o   24,603 Armored Vehicles

o   42,640 Artillery pieces

o   208,321 Drones

o   436 Aircraft

o   353 Helicopters

o   4,632 Cruise missiles

o   33 Warships

o   2 Submarines

·       Immediately after the Parade Ceasefire, Russian forces on May 14th launched one of their largest air attacks. This attack included:

o   1,567 drones were launched but 1,473 were shot down.

o   56 missiles were launched but 41 were shot down.

·       205 Ukrainian Prisoners of War (POWs) were repatriated to Ukraine on May 15th.

·       The Ukrainian military between May 20-21 attacked the Russian Lukoil-Nizhegorodnefteorgsintez refinery and the Syzran oil refinery. These attacks were executed by drones and Ukrainian Special Operations Forces.

·       On May 23rd, the Ukrainian military launched attacks on the Sheskharis Oil Terminal and the Grushovaya Oil Depot:

o   The Sheskharis Oil Terminal handled about 30% of Russia’s seaborne oil exports. This involved 75 million tons of oil per year.

o   The Grushovaya Oil Depot was one of the largest petroleum product storage facilities in the Caucasus. It was a key storage hub to the Novorossiysk oil port.

·       On May 22nd, the International Atomic Energy Agency (IAEA) reported the following:

o   A fire broke out at the Dniprovska Nuclear Power Plant’s 750 kilovolt electrical substation due to a Russian attack.

o   The Zaporizhzhia Nuclear Power Station remains reliant on its last off-site power line. The IAEA continues negotiations with both Ukraine and the Russian Federation to secure a temporary localized ceasefire to conduct repairs.

 

War and Atrocity Crimes Investigations Highlights: 

·       On March 27th, the Yale University's Humanitarian Research Lab issued a report on Russia’s abduction of Ukrainian children:

o   At least 2,158 Ukrainian children were transported to camps in Russia and Russian-occupied Ukraine which was facilitated by Gazprom and Rosneft.

o   3 of the 6 camps were owned by Gazprom subsidiaries.

o   Children at these camps were exposed to military drills, grenade throwing, rifle shooting and the systematic erasure of their Ukrainian identity.

·       The World Health Organization (WHO) reported on May 8th that there have been more than 3,000 verified attacks on healthcare committed by the Russian Federation.

·       On May 10th, The Ukraine Red Cross Society (URCS) reported that Russian forces attacked a fire rescue vehicle with a drone in the Dnipropetrovsk region. The driver was injured and was transported to an area hospital.

·       On May 12th the World Food Programme (WFP) reported that a Russian drone attacked a WFP truck in the Dnipro region. The driver was injured in the attack.

·       The Ukrainian military on May 22nd reported that the Russian Federation since the start of their invasion has employed chemical warfare agents in more than 13,300 documented cases.

 

Civil Protection, Humanitarian Assistance and Development Highlights:

·       A forest fire was reported in the Chernobyl Exclusion Zone on May 7th:

o   As of May 8th, the fire exceeded 2,718 acres.

o   The fire was being driven by strong winds.

·       Humanitarian convoy efforts are ongoing:

o   On May 6th, a UN interagency convoy delivered aid supplies (medicine, hygiene and construction materials) to the Derhachi Community in the Kharkiv region.

o   Hygiene items were delivered to the Sviatohirsk Community in the Donetsk Region on May 17th.

·       On May 20th URCS volunteers met 14 Internally Displaced Persons (IDPs) at another evacuation train from the Donetsk region. These IDPs were provided with support and safer living conditions.

·       EU partners handed over 27 generators and a fire truck to the State Emergency Services on May 21st. The generators are being distributed to 10 different regions through the country.

·       The UN Migration Agency (IOM) with support from the Ukraine Humanitarian Fund reported on May 22nd that they are renovating three collective centers in Kharkiv and Zaporizhzhia. These centers will provide shelter for over 500 IDPs.

·       The May 23rd attack on Kyiv has killed 4 people and injured about 100:

o   This attack by Russian forces targeted civilian targets (residential buildings, schools, markets).

o   State Emergency Services responded and are extinguishing fires at 40 different locations.

o   URCS volunteers provided first aid, psychological support, and assisted with evacuations alongside emergency services.

o   World Central Kitchen (WCK) is working at five sites provided hot food to survivors and first responders.

 

Cultural Heritage Protection Highlights:

·       As of May 13th, the UN Educational, Scientific and Cultural Organization (UNESCO) has verified damage to 527 cultural heritage sites, this includes:

o   153 Religious sites.

o   276 Buildings of historical and/or artistic interest.

o   39 Museums.

o   33 Monuments.

o   21 Libraries.

o   4 Archaeological sites.

o   1 Archive.

·       The Ukrainian President reported that the Russian attack on May 23rd destroyed the Chornobyl Museum and damaged the National Art Museum.
