Russian Invasion of Ukraine Situation Report #69

Military and Diplomatic Highlights: · The Ukrainian military is reporting the following Russian losses: o 190,040 Soldiers (Wounded or Killed) o 3,697 Tanks o 7,184 Armored vehicles o 2,908 Artillery o 308 Aircraft o 294 Helicopters o 2,471 Drones · As of April 27th, the Patriot Missile Defense system provided by the United States is now fully operational. · The United Kingdom’s (UK) Ministry of Defense is reporting the following: o Cruise missile Strike on April 28th: ü Russia launched the first major wave of cruise missile strikes against Ukraine since early March 2023. Although Ukraine shot down most of the missiles, at least 25 civilians were killed. ü This attack suggests a departure in Russia’s use of long-range strikes. The wave involved fewer missiles than those over the winter and was unlikely to have been targeting Ukraine’s energy infrastructure. ü There is a realistic possibility that Russia was attempting to intercept Ukrainian reserve units and military supplies recently provided to Ukraine. ü Russia operates an inefficient targeting process and prioritizes perceived military necessity over preventing collateral damage, including civilian deaths. o Combat operations in Bakhmut: ü Heavy, short-range combat continues in the western districts of the contested Donetsk Oblast town of Bakhmut. ü A key development over the last week has been fighting on the outskirts of the town, especially near the village of Khromove, as Ukraine seeks to maintain control of its 0506-supply route. ü Ukraine’s other resupply options into Bakhmut are likely complicated by muddy conditions on unsurfaced tracks. ü With the town having now been under attack for over 11 months, the Ukrainian defenses of Bakhmut have now been integrated as one element of a much deeper defensive zone, which includes the town of Chasiv Yar to the west. · Zaporizhzhya Nuclear Power Plant Update: o The International Atomic Energy Agency (IAEA) staff present at the plant have been forced again to shelter in place due to missile attack warnings. o One landmine also exploded near the plant. o The plant continues to rely on the only remaining functioning 750 kilovolt (kV) power line for off-site power. The back-up 330 kV power line that was damaged on March 1st, remains disconnected. o IAEA did successfully rotate staff at the plant, and they will maintain a continued presence. o The plant’s management has reported that some staff have had their access blocked, claiming it is for “security purposes”. o The UK Ministry of Defense has confirmed through satellite imagery that since March 2023, Russian forces had established sandbag fighting positions on the roofs of several of the six reactor buildings. Russia has likely constructed these positions because it is increasingly concerned about the prospects of a major Ukrainian offensive. o The placement of these fighting positions highly increases the chance of damage to the plant’s safety systems if fighting occurs around the plant. War and Atrocity Crimes Investigations Highlights: · As of April 23rd, the Office of the UN High Commissioner for Human Rights recorded 23,015 civilian casualties (8,574 killed and 14,441 injured) in the country. · The Prosecutor General's Office of Ukraine reports that as of April 28th, 1,697 new war crimes were registered. · On April 27th, a Russian missile attack targeted a residential building in Uman. A total of 23 people were killed and 18 injured. · With assistance for the German government the International Commission on Missing Persons is increasing its lab capacity to help identify thousands of missing persons. Humanitarian Impact and Response and Recovery Highlights: · The UN continues to provide humanitarian supplies throughout the country: o As of April 28th, supplies were delivered to the front-line community of Lyman with a current population of 3,000 people. These supplies included medical supplies, food, and hygiene and shelter supplies. o On April 26th, despite heavy shelling supplies were delivered to 1,600 people in Orikhiv. · The Ukrainian Red Cross on April 28th evacuated vulnerable people to a Doctors without Borders evacuation train in the Donetsk region. · To protect residents remaining in Kherson, the Ukrainian Red Cross has supported the installation of bomb shelters. · Healthcare and Public Health Update: o As of April 27th, the EU has evacuated more than 2,100 Ukrainians to hospitals in 21 member states. o The World Health Organization (WHO) continues to provide medical support to the country: ü On April 27th, essential trauma and emergency surgery kits were delivered to Kupiansk. ü WHO also delivered essential supplies, medicines, and other equipment to three healthcare facilities in the Mykolaiv region. · Energy Support: o As of April 25th, the EU provided the following resources: ü A total of 2,998 power generators have been offered by 26 states. ü 5,300,00 energy repair items have been provided. ü 2,083 Transformers have been delivered. ü The EU has mobilized 1,042 generators from the rescEU stockpile. · Black Sea Grain Initiative Update (April 27th): o There have been 925 Outbound voyages carrying 29 million tons of commodities. o 41.5% proportion of wheat has been shipped to lower income countries. · On April 20th, Ukraine has become a member of the EU Civil Protection Mechanism. Russian Dis-information Campaign Highlights: · The Chinese Ambassador has falsely claimed that Ex-Soviet Republics are not sovereign states. · Russia is continuing to push false statements on NATO bunkers, bioweapons and Ukrainians as Russians. Cultural Heritage Protection Highlights: · The UN Educational, Scientific and Cultural Organization (UNESCO) as of April 26th has verified damage to 253 sites, which includes: o 108 Religious sites o 22 Museums o 91 Buildings of historical and/or artistic interest o 19 Monuments o 12 Libraries o 1 Archive · A history museum in Kupiansk was destroyed on April 25th. This attack also killed two people and injured 10. Following this attack UNESCO has reinforced that targeting cultural properties is a violation of international law.
