Russian Invasion of Ukraine Situation Report #60

· As of February 12th, the Office of the UN High Commissioner for Human Rights recorded 18,955 civilian casualties (7,199 killed and 11,756 injured) in the country.

· The Ukrainian military is reporting the following Russian losses:

o 142,860 Soldiers (Wounded or Killed)

o 3,310 Tanks

o 6,545 Armored vehicles

o 2,327 Artillery

o 298 Aircraft

o 287 Helicopters

o 2,016 Drones

· On February 16th, Russian launched 36 missiles at civilian targets, a total of 16 were shot down.

· The United Kingdom’s Ministry of Defense reported the following:

o On February 15th, the Ukrainian military spotted several balloons with radar reflectors over Kyiv:

ü A total of six were shot down.

ü It is likely that the balloons were Russian. They likely represent a new tactic by Russia to gain information about Ukrainian air defense systems and compel the Ukrainians to expend valuable stocks of surface to air missiles and ammunition.

· The U.S. Department of State has issued a Do Not Travel Advisory for the Russian Federation. There are advising U.S. citizens residing or travelling in Russia should depart immediately.

· The U.S. Defense Intelligence Agency issued a report that compared the publicly available images of drones used by Russia in Ukraine and recently declassified images of Iranian drones used to attack U.S. and partner interests in the Middle East.

· On February 15th the European Union issued its 10th package of sanctions worth 11 billion Euros:

o New export controls to Iranian entities for supplying Russia drones.

o New bans on industrial goods exports.

o Personal sanctions on Putin’s propagandists and military commanders.

· According to an analysis by Polygraph Info, economic sanctions and the exodus of companies leaving Russia is having an impact on Russia’s Gross Domestic Product (GDP):

o As of September 2022, Russia's annual GDP decreased by 3.7%, the worst performance in amount the G-20 countries.


War and Atrocity Crimes Investigations Highlights:

· The Prosecutor General's Office of Ukraine reported that as of February 17th, 1,372 new crimes were registered.

· The Conflict Observatory has published a report that the Russian Federation has instituted a program to relocate thousands of children to 43 facilities in Russian controlled areas or within Russian territory.

· The U.S. Department of State has stated that after careful analysis of the law and available facts, members of Russia’s forces and other Russian officials have committed crimes against humanity in Ukraine. This includes the following:

o Execution-style killings of Ukrainian men, women, and children.

o Torture of civilians in detention through beatings, electrocution, mock executions, and rape.

o Deportation of hundreds of thousands of Ukrainian civilians to Russia, including children who have been forcibly separated from their families.


Humanitarian Impact and Response and Recovery Highlights:

· The UN Office for the Coordination of Humanitarian Affairs is reporting the following:

o 8.1 million Refugees recorded in Europe.

o 5.4 million Internally Displaced Persons

o 750 Humanitarian organizations present in Ukraine.

o The latest flash appeal is seeking $4.29 Billion.

· Attacks on Humanitarian operations:

o On February 14th, healthcare facilities and World Food Programme (WFP) warehouses were hit by Russian airstrikes in Kherson City and Kostyantynivka.

o On February 16th, NGO Proliska (UN partner agency) warehouse was attacked in Chasiv Yar. This was third attack impacting aid warehouses in only two days.

· On February 14th, the UN through a six truck convoy delivered supplies (water, food, solid fuel heaters, blankets and medicines) to more than 1,200 people in the villages of Kostiantynopil and Andriivka.

· Black Sea Grain Initiative Update:

o 754 Outbound voyages with 22 million tons of commodities.

o 2.6 million tons of Wheat shipped to lower-income countries.


Russian Dis-information Campaign Highlights:

· Russian, Iranian, and Indian news outlets and American social media influencers are promoting a false story that a Ukrainian commander is working for ISIS. Here is the factcheck.

· The Russian government is accusing Western allies of supporting the Nazis during World War 2 and reviving false narratives of Soviet anti-colonialism.


Cultural Heritage Protection Highlights:

· The Ukrainian government is reporting that Russian forces in occupied areas are destroying millions of books.

· The UN Educational, Scientific and Cultural Organization (UNESCO) as of February 15th has verified damage to 240 cultural heritage sites. This includes:

o 105 Religious sites

o 18 Museums

o 86 Buildings of historical and/or artistic interest

o 19 Monuments

o 12 Libraries
