Military and Diplomatic Highlights:
· Up until October 9th, the Israel Defense Forces (IDF) continued to carry out heavy bombardment from the air, land and sea across the Gaza Strip, particularly in Gaza governorate:
o Strikes on residential buildings, tents sheltering internally displaced people (IDPs) and people seeking aid have continued to be reported, alongside reports of controlled detonations.
o Rocket fire by Palestinian armed groups into Israel was reported on October 7th.
· On October 6th, the IDF reported that they had killed Hasan Ali Jamil Atwi, a key terrorist in Hezbollah’s Aerial Defense Unit in the Nabatieh area in Lebanon.
· The ceasefire agreement is in effect as of October 10th at 1200 hours (local time):
o IDF troops began positioning themselves along the updated deployment lines in preparation for the ceasefire agreement and the return of hostages.
o IDF troops in the Southern Command are deployed in the area and will continue to remove any immediate threat.
Civil Protection and Humanitarian Assistance Highlights (Gaza Strip):
· On October 4th, the IDF stated that Gaza city remains a dangerous battlefield that should be vacated:
o This was three days after the IDF announcing that Ar Rashid (coastal) Road will be closed for movement from the southern area to the north, but remained open for movements from Gaza city towards the south.
o Access to North Gaza remains severely restricted and protection partners report significant disruption to communication channels across the governorate, hindering efforts to verify information and assess the gravity of the situation for civilians who remain in the area.
o The UN Office for the Coordination of Humanitarian Affairs (OCHA) estimates that as of October 7th, over 200,000 people are estimated to remain in Gaza City.
· The UN and its partners continue to face physical and bureaucratic impediments preventing them from providing lifesaving assistance at scale in the Gaza Strip:
o Complex authorization and inspection procedures, limited clearance capacity at various crossings, often unpredictable rejection of entry of pre-cleared cargo types, and denials or impediments to humanitarian movements by Israeli authorities hinder operations.
o The closure of Zikim crossing since September 12th by the Israeli authorities has resulted in the humanitarian community losing direct access to channel aid into northern Gaza.
· Between October 1-6, out of 99 attempts to coordinate planned movements with Israeli authorities across the Gaza Strip:
o 35 were facilitated.
o 16 were impeded.
o 34 were denied.
o 14 had to be withdrawn by the organizers for logistical, operational, or security reasons.
· The UN Agency for Palestinian Refugees (UNRWA) reported on October 7th that a recent assessment by that 1 million people is accessing less than the emergency minimum of six liters of drinking water per day.
· The UN Office for Coordination of Humanitarian Affairs (OCHA) reported on October 9th that it has 170,000 metric tons of aid (shelter, food, medicine, etc.) ready to be delivered.
· Healthcare and Public Health Update:
o The World Health Organization (WHO) reported on October 3rd that they transferred three critically ill newborn babies from Al-Helou Hospital in Gaza City to Al-Aqsa Hospital in Deir al-Balah:
ü These infants will receive lifesaving care at the Al-Aqsa Hospital that could no longer be provided at Al-Helou.
ü A fourth baby, who had been scheduled for transfer, died before the mission’s arrival.
ü The Al-Aqsa Hospital is currently overwhelmed and facing severe shortages of medical supplies, as more people flee south from the north.
o WHO reported on October 9th that only 13 of 36 hospitals and 62 of 179 primary care centers are partially functional in Gaza.
o On October 9th, WHO reported that they had reached the Al-Ahli Hospital in Gaza City to deliver critical trauma care, laboratory supplies, and food and water for patients and staff:
ü The hospital remains overwhelmed, operating at more than twice its capacity, with around 400 emergency patients arriving each day amid ongoing nearby hostilities and severe shortages of medical supplies.
ü Most senior doctors have left, leaving only a handful of junior physicians and no specialized surgeons to manage the influx of the wounded.
· Food Security Update:
o Despite severe access constraints, insecurity, and incidents of looting alongside its convoys, the World Food Programme (WFP) successfully transported more than 16,500 metric tons of food into Gaza in September.
o WFP’s sustained convoy deliveries helped stabilize food prices and improve household access to meals, with monitoring indicating that the share of households with a poor Food Consumption Score significantly declined from 88% in July 2025 to 46% in September, reflecting improved food access and dietary intake in Gaza.
o Despite improved access to staple foods, Gaza’s population continues to face unbalanced, nutrient-deficient diets, with limited availability of meat, vegetables, fruits, and dairy.
· A total of 90% of UNRWA schools have been impacted or damaged as of October 8th. Nearly 660,000 children are forced out of school for the third year in a row. Half of them used to go to UNRWA schools.
Violations of International Humanitarian Law (IHL) Highlights:
· The IDF reported as of October 7th, Hamas abducted 251 people and at least 48 remain in captivity.
· On October 2nd, WHO reported that at least 66,000 people have been killed and 170,000 people injured in Gaza:
o One in four of those injured require immediate and ongoing rehabilitation.
· The Palestine Red Crescent Society reported on October 1st that the IDF assaulted their ambulance crew and seized their ambulance in the village of Yamoun during a medical mission.
· A IDF attack on October 2nd, killed two Doctors Without Borders (MSF) employees, they were Omar Hayek and Abed El Hameed Qaradaya:
o The attack struck a street where MSF teams were waiting to take a bus to a MSF field hospital in Deir Al-Balah.
o All staff were wearing MSF vests, clearly identifying them as medical humanitarian workers.
o Several other people were injured in this attack.
· As of October 6th, OCHA reported that in just one week in the West Bank, Israeli settlers carried out 27 attacks on Palestinians, killing one, injuring 17, damaging property and forcing displacement.
