Military and Diplomatic Highlights:
· The Israel Defense Forces (IDF) reported that between September 3-10, four soldiers were killed in Gaza. Since October 2023, the IDF has reported a total of 450 soldiers killed and 2,892 have been injured.
· The IDF reported on September 15th that they killed Muhammad Ali Yassin, a Hezbollah terrorist operating in the Nabatieh area in southern Lebanon.
· Operation Gideon’s Chariots II continues with ground and air attacks in Gaza City:
o Israel justifies this operation by stating that the city is the central hub of Hamas’ remaining military and governing power.
o The UN estimates that nearly one million people are located in Gaza City.
o With no safe place left, the UN and its humanitarian partners call for a ceasefire, the protection of civilians and civilian infrastructure, and the sustained expansion of humanitarian access throughout the Gaza Strip.
o On September 17th, the EU Commission President announced that the EU has proposed sanctions against Israel extremist political leaders, violent settlers and the suspending of trade concession with Israel.
Civil Protection and Humanitarian Assistance Highlights:
Israel:
· On September 8th, Magen David Adom (MDA) responded to a shooting incident at the Ramot Junction on Yigal Yadin Street in Jerusalem:
o Four people were killed in this attack.
o Five people were injured and transported to area hospitals.
· A stabbing incident occurred in Kibbutz Tzova on September 12th. The MDA treated and transported two people to area hospitals.
Gaza Strip:
· Palestinian Civil Defense reported on September 8th that Israel is still continuing to deny some movement of their teams, obstructing their access to people trapped under the rubble of destroyed homes and their ability to carry out other humanitarian interventions.
· On September 7th the Under Secretary General for Humanitarian Affairs expressed grave concern over Israel’s latest displacement order in Gaza City.
· Since October 2023, the EU has delivered over 5,000 tons of aid supplies.
· The collection and distribution of tents has been ongoing:
o One shelter partner distributed 899 tents to the most vulnerable newly displaced households, prioritizing cases referred by the Protection Cluster in the Deir al Balah and Khan Younis areas.
o Between August 16 and September 13, the UN and their partners have collected 1,443 tents into Gaza.
· Healthcare and Public Health Update:
o Ongoing attacks and resource shortages have severely weakened the health system:
ü 94% of hospitals have been damaged or destroyed.
ü The remaining hospitals are overwhelmed with an average of eight mass casualty incidents per day.
ü The Al-Shifa and Al-Ahli hospitals in Gaza city are operating at nearly 300% over capacity.
o The World Health Organization (WHO) and the Palestine Red Crescent Society (PRCS) on September 10th supported the evacuation of 128 people (patients and caregivers) from the Gaza Strip to receive treatment in the United Kingdom, Turkiye and Jordan. Over 15,800 critical patients still require medical evacuation abroad.
o On September 11th, WHO received a second shipment of 17 trucks in Gaza, carrying life-saving medical supplies with support from the UAE:
ü The shipment includes equipment for ICU units, pediatric beds, dialysis machines, essential medicines, and refrigerators for medicines and critical vaccines.
ü These supplies are now being prepared for distribution to health facilities across the Gaza Strip in the coming days, to expand services and strengthen health capacity.
o The UN Agency for Palestinian Refugees (UNRWA) reported that as of September 14th they were forced to stop the delivery of healthcare services at the Beach Camp. This was the only healthcare available north of Wadi Gaza.
· Food Security Update:
o The Integrated Food Security Phase Classification (IPC) is currently at IPC Phase 5 (Catastrophe/Famine) in the Gaza Governorate and projected to expand to Deir al- Balah and Khan Younis governorates by the end of September.
o Malnutrition threatens the lives of 132,000 children under five years old through June 2026.
o On September 4th, WHO distributed critical nutritional supplies to support hospitalized infants and patients at Al Nasser Hospital, this included:
ü 4,900 units of infant and high-protein formula
ü 2,000 feeding components
ü These supplies are vital for premature and hospitalized newborns who cannot be breastfed due to medical conditions, as well as for patients requiring specialized nutritional support.
o As of September 5th, 361 Palestinians have died due to malnutrition, including 130 children.
o Between September 1-15, humanitarian partners conducted daily convoys to collect food aid, uplifting over 12,500 metric tons (MT) of wheat flour, food parcels, and bulk supplies into Gaza through the UN-coordinated aid mechanism. However, more than 77% of this aid was offloaded by hungry crowds or looted by organized groups along convoy routes.
o As of September 13, 116 kitchens supported by 20 partners were preparing and distributing 558,000 meals daily across the Gaza Strip:
ü 167,000 in the north and 391,000 in central and southern Gaza.
o Since September 10, partners have been distributing 10,000 loaves of bread daily to displaced people on the move relocating south of Wadi Gaza from the north.
o In response to ongoing north-to-south displacement, partners have significantly scaled up meal production in central and southern Gaza, increasing daily meal production by over 40,000 meals between September 12-13.
o There is an urgent need to scale up the entry of nutritious food through the commercial sector, including fresh produce and fortified food items, to help meet growing needs.
Violations of International Humanitarian Law (IHL) Highlights:
· A total of 540 aid workers have been killed in the Gaza Strip since October 2023.
· On August 25th, WHO reported that the Nassar Medical Complex was struck twice by the IDF. These strikes killed at least 20 people including four healthcare workers and five journalists. At least 50 people were injured.
· The UNRWA on September 10th reported that 2,000 people have been killed seeking food aid. A majority of these people were killed near the sites operated by the Gaza Humanitarian Foundation.
· As of September 14th, UNRWA reported that over the past four days, 10 of their facilities in Gaza City were hit by the IDF. This includes seven schools and two clinics.
