Military and Diplomatic Highlights:  

·       Between July 9-16, five Israeli soldiers were killed in Gaza.

·       The Israel Defense Forces (IDF) reported between July 17-20 they killed the following individuals:

o   Bashar Thabet, a commander in Hamas’ Development and Projects Department

o   Muhammad Uthayn, Commander of Hamas’ Daraj Tuffah Battalion

o   Iyad Nasr, Deputy Commander of Hamas’ Jabaliya Battalion

o   Hasan Mahmoud Muhammad Mar‘I, Commander of Hamas’ Central Jabaliya Company

o   Muhammad Zaki Shamadeh Hamad, Deputy Company Commander of Hamas’ Beit Hanoun Battalion

o   Hassan Ahmad Sabra, Naval Commander of Hezbollah’s Radwan Force

 

Civil Protection and Humanitarian Assistance Highlights:

 

Israel

·       Warning sirens sounded throughout Israel on July 21st following Houthi projectile fire from Yemen.

 

Gaza Strip

·       The IDF has issued additional displacement orders. Between July 11-15, two displacement orders were issued for parts of North Gaza and Gaza governorates, covering 9.6 square kilometers.

·       Between July 9-15, out of 66 attempts to coordinate planned aid movements:

o   Nearly 17% were denied by Israeli authorities.

o   An additional 33% were initially accepted but faced impediments, including blocks or delays on the ground potentially resulting in missions being aborted or partially accomplished.

o   Another 45% were fully facilitated.

o   5% had to be withdrawn by the organizers for logistical, operational, or security reasons.

·       On July 16th, WHO led a medical evacuation of 35 patients from Gaza to Jordan, accompanied by 72 family members.

·       Gaza is currently facing a severe water shortage due to the extensive destruction of water and sanitation infrastructure, coupled with prolonged power outages:

o   The Palestine Red Crescent Society (PRCS) on July 12th was successful in distributing one million liters of safe drinking water to displaced families in the Gaza and the Central Governorate.

·       Food Security Update:

o   The World Food Programme (WFP) reports that malnutrition is surging with 90,000 women and children in urgent need of treatment:

ü  Nearly one person in three is not eating for days.

o   Doctors Without Borders has reported an unprecedented rise in acute malnutrition among people in Gaza at two clinics, in Al Mawasi in southern Gaza and in Gaza city:

ü  More than 700 pregnant and breastfeeding women, and nearly 500 children with severe and moderate malnutrition, are currently enrolled in outpatient therapeutic feeding programs at both clinics.

o   The UN Agency for Palestinian Refugees (UNRWA) reported on July 20th that their warehouses a few kilometers away has enough food to feed the entire population for the next three months. But the Israeli government is continuing to prevent the delivering of these supplies.

o   On July 20th, a World Food Programme (WFP) 25 truck convoy carrying vital food assistance crossed the Zikim border point destined for communities in northern Gaza:

ü  Shortly after passing the final checkpoint beyond the Zikim crossing point, the convoy encountered large crowds of civilians waiting to access food supplies.

ü  As the convoy approached, the crowd came under fire from Israeli tanks, snipers and other gunfire.

ü  The WFP continues to call for the protection of all civilians and aid workers delivering life-saving assistance.

o   On July 20th, World Central Kitchen (WCK) reported that they have run out of food and have paused their operations:

ü  They are continuing to bake bread and deliver water.

ü  As of July 19th, WCK had served over 80,000 meals.

 

Violations of International Humanitarian Law (IHL) Highlights:

·       As of July 16th, there remains an estimated 50 Israeli and foreign nationals being held as hostages in Gaza.

·       Between July 8-20 there have been several strikes on civilians, humanitarian and health workers and journalists:

o   Between July 8 and 10, at least three schools sheltering Internally Displaced Persons (IDPs) were reportedly hit, including some that had already been struck in the previous week. The attacks resulted in the reported killing of 17 people, the injury of others, and the displacement of dozens of families.

o   An airstrike on July 10th hit a civilian area in front of Project HOPE’s Altayara health clinic in Deir al Balah. At least 15 people were killed and 30 injured.

o   On July 10th, an airstrike struck the Orphans Department on the second floor of Human Appeal’s office in North Gaza, killing three staff members.

o   10 Palestinians on July 11th were reportedly killed and 60 injured in the area of a militarized distribution site in northwestern Rafah, according to the UN Human Rights Office.

o   Between July 11 and 13, three journalists were reported killed.

o   17 people were reportedly killed on July 13th while waiting to receive water at a water distribution point in An Nuseirat.

o   The International Committee of the Red Cross reported on July 16th that one of their staff members had been killed near his home around July 4th while attempting to reach and assist an injured family member.

o   The PRCS Saraya Field Hospital on July 20th received 95 injured people following an attack by the IDF on people waiting for humanitarian aid near the Zikim area, north of Beit Lahia.

·       On July 17th, the IDF launched an attack on the Compound of the Holy Family in Gaza, belonging to the Latin Patriarchate:

o   Three people were killed and nine others were injured including the parish priest.

o   The IDF stated that fragments from a shell fired during operational activity in the area hit the church by accident.

·       On July 21st, the WHO staff residence and the warehouse in Deir al Balah was attacked three times by the IDF:

o   IDF personnel entered the premises, forcing women and children to evacuate on foot toward Al-Mawasi amid active conflict.

o   Male staff and family members were handcuffed, stripped, interrogated on the spot and screened at gunpoint.

o   Two WHO staff and two family members were detained. Three were later released, while one staff remains in detention.

o   32 WHO staff and family members were evacuated to the WHO office once access became possible.

o   The WHO warehouse was damaged by explosions and a resulting fire and is currently nonfunctional.

·       The UNOPS central Gaza premises in Deir al Balah was hit in an ongoing military offensive on July 21st:  

o   Several buildings were damaged and power lines were cut.

o   The location of this site was known by the IDF. It was actually attacked by a IDF tank in March 2025.
