Military and Diplomatic Highlights:
· Airstrikes, shelling, and gunfire continued across the Gaza Strip, resulting in civilian casualties.
· Reported escalation continued east of the Yellow Line, particularly in eastern Gaza City. Incidents were also reported east of Khan Younis and east of Al Mawasi.
· The Israel Defense Forces (IDF) reported that they killed the following individuals between April 8-12:
o Ali Sami Mohammad Shakra, participated in the October 7th attack.
o Mohammad Mabhouh, participated in the October 7th attack.
o Mohammad Fuad Jaser Sayyid, participated in the October 7th attack.
o Mahmoud Barim, monitored IDF troop activity and stockpiled weapons.
o Ahmed Mohammed Saleh, a Hamas Nukhba terrorist.
o Abd al-Rahman Ammar Hassan Khudari, a terrorist in the Islamic Jihad and participated in the October 7th attack.
o Muhammad Dawad, a Hamas terrorist.
Humanitarian Assistance Highlights:
Gaza Strip
· The UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) continues to rely on around 11,000 Palestinian staff to provide services and assistance.
· UNRWA estimates that 67,000 displaced people are living in 83 collective emergency shelters managed by the agency.
· Currently, 127 UNRWA facilities are located within the Israeli-militarized zone behind the so-called “Yellow Line” and in areas where access is subject to Israeli approval or coordination.
· Humanitarian and commercial cargo is restricted to a single open crossing point:
o Constrained deliveries resulted in a reduction in food distributions to half rations during February and March.
o Different corridors into Gaza, particularly Jordan and Egypt, remain essential to mobilize aid volumes at scale.
· Healthcare and Public Health Update:
o UNRWA continues to closely monitor the trend in infectious diseases across multiple collective emergency shelters:
ü People in half of the displacement sites in Gaza are affected by skin diseases while rodents and pests are frequently observed in 80% of the sites.
o On April 7th, the World Health Organization (WHO) reported they were halfway through the five-day catch-up vaccination campaign targeting children under 3 years old who missed routine vaccines during 2.5 years of conflict:
ü 146 teams have been working to deliver life-saving vaccines through fixed health facilities and mobile outreach to those unable to access services.
o WHO on April 11th reported that medical evacuations may resume soon following the suspension of its support for these operations after a security incident that resulted in the killing of a WHO contractor.
o On April 15th, WHO began distributing critical maternal and child health supplies to neonatal and maternal departments across health facilities. These supplies included:
ü 20,000 baby caps and blankets.
ü 1,500 Kangaroo Mother Care wraps to help protect newborns from hypothermia.
ü 50,000 thermal (survival) blankets for neonatal, maternal, pediatric and adult patients.
ü WHO has also provided 50 pediatric beds to expand Severe Acute Malnutrition (SAM) stabilization centers and increase hospital capacity to care for children with severe malnutrition.
· Prices of staples (including wheat flour prices) rose sharply in March while dietary diversity remained inadequate, contributing to rising acute malnutrition among pregnant and breastfeeding women and underlining the need for expanded delivery of commercial cargo including fresh foods and protein sources.
· On March 29th the UN Office for the Coordination of Humanitarian Affairs (OCHA) reported that the UN Development Programme has been working to transfer solid waste that has accumulated at the Frias Market to a temporary dumpsite with expected completion in mid-2026:
o The market was once an economic hub before the war but became a dangerous 13-meter-high pile of solid waste during the war.
West Bank
· UNRWA continues to rely on their 4,000 Palestinian personnel to provide services.
· Displacement Update:
o In north, the IDF has extended for two months a military order that further prolongs the displacement from three refugee camps of over 33,000 people since January 2025.
o Another 5,700 Palestinians have been displaced because of settler attacks and access restrictions since January 2023.
· Healthcare and Public Health Updates:
o On March 31st, WHO has provided key hospitals with essential medical supplies to strengthen their preparedness for mass casualty incidents and surges in medical emergencies:
ü The supplies are sufficient to support the treatment of over 112,000 patients.
o WHO with support from the Palestinian Ministry of Health and the Palestine Red Crescent Society on March 31st is establishing Trauma Stabilization Points (TSP):
ü TSPs serve as interim emergency care points between the site of injury and a fully equipped hospital, providing immediate, life-saving interventions.
ü WHO is providing essential medical supplies and equipment to ensure these sites become operational as soon as possible.
o WHO and their partners have also trained 107 Palestinian Medical Relief Society community volunteers from Hebron and Old City Jerusalem to strengthen local emergency response capacity as of March 31st:
ü 51 community trauma bags and 1,000 first aid bags were distributed among participants to ensure availability at key locations.
Violations of International Humanitarian Law (IHL) Highlights:
· Israeli settler violence has further escalated in the West Bank, with March recording the highest number of Palestinian injuries by Israeli settlers in the last 20-years.
· As of March 31st, UNRWA has recorded that a total of 310 staff have been killed in Gaza.
