Israel/Hamas War Situation Report #67




Military and Diplomatic Highlights:

• Between November 5-12, five Israel Defense Forces (IDF) soldiers were killed in Gaza.

• On November 8th, the United Nations Interim Force in Lebanon (UNFIL) reported that two IDF excavators and one IDF bulldozer destroyed part of a fence and a concrete structure in a UNIFIL position in Ras Naqoura. UNFIL protested and IDF denied any activity was taking place inside the UNIFIL position.

• The Under-Secretary-General for Peace Operations on November 11th began a three-day visit to UNFIL positions in Lebanon.

• IDF reported on November 13th that they killed Muhammad Musa Salah, Ayman Muhammad Nabulsi and Hajj Ali Yussef Salah. All three were Hezbollah’s Field Commanders.

• A UNFIL patrol on November 14th noticed a cache of ammunition near Qallawiyah. UNFIL notified the Lebanese Armed Forces of the discovery and the peacekeepers continued their planned route.

Civil Protection and Humanitarian Assistance Highlights:

Israel

• On November 13th, a heavy barrage of rockets was launched at Israel. In response millions of civilians were ordered to bomb shelters throughout the country.

• Magen David Adom (MDA) between November 11-13 responded to multiple incidents:

o On November 11th three patients (two adults and one child) were treated and transported to the Galilee Medical Center.

o In the Naharia area on November 12th, two men despite MDAs efforts were killed when a rocket struck a warehouse.

o Also, on November 12th in the Kabri area, two people were treated and transported to area hospitals.

Gaza Strip

• As of November 9th, an estimated 100,000 to 130,000 people have been displaced over the preceding five weeks from North Gaza governorate to Gaza city and between 50,000 and 75,000 people were estimated to remain in North Gaza.

• On November 11th, the IDF announced the expansion of the Humanitarian Area in Gaza.

• In October, an average of only 37 humanitarian trucks per day entered the Gaza Strip. This is the lowest daily average since the third week of October 2023 when the Israeli Authorities allowed the first aid trucks to come in after the war started.

• On November 11th, a World Food Programme (WFP) convoy of two trucks carrying ready-to-eat rations, wheat flour and bottled water successfully reached Beit Hanoun in North Gaza governorate.

• Healthcare and Public Health Updates:

o The Palestine Red Crescent Society (PRCS) on November 10th, completed a 14-hour mission that evacuated 20 patients from the Al-Awda Hospital in northern Gaza to Al-Shifa Hospital in Gaza City. One patient tragically passed away due to prolonged delays at the military checkpoint.

o The World Health Organization (WHO) on November 14th reported that they expanded the inpatient capacity at Nasser Medical Complex in southern Gaza by adding 88 beds through a new extension.

o On November 14th, WHO supported the medical evacuation of eight child patients and six companions to the United States for advanced medical treatment.

o Over 556,000 children were vaccinated against polio during the second round of the polio vaccination campaign which took place between October and November 2024.

• The Famine Review Committee has warned that famine thresholds may have already been crossed in northern Gaza.

Lebanon

• A total of 878,497 people has been internally displaced since the start of the conflict.

• WHO since the start of the conflict has distributed some 140 Trauma and Emergency Surgery kits to referral hospitals, which is sufficient for 14,000 surgical procedures, serving 7,000 patients.

• On November 14th, WHO launched a national vaccination campaign to protect children from communicable diseases. The first phase will focus on Internally Displaced Persons (IDP) shelters and Primary Health Care Centers, targeting the most vulnerable populations prioritizing the immunization of children with the bivalent Oral Polio Vaccine and Measles, Mumps, and Rubella vaccines.

• Food Security Update:

o Lebanon’s food insecurity is set to worsen if hostilities persist in the Bekaa and the South, which account for more than 60% of Lebanon’s agricultural production.

o WFP market assessments point to food supply disruptions in Beirut, while in conflict-affected areas, such as Nabatieh and Baalbek-El Hermel, 80% and 42% of stores are closed, respectively.

Violations of International Humanitarian Law (IHL) Highlights:

Gaza Strip

• As of November 13th, UN Agency for Palestine Refugees (UNRWA) reported that 243 personnel have been killed.

Lebanon

• The Ministry of Health reported that a total of 3,287 people has been killed and 14,222 injured.

• There have been 103 attacks on healthcare facilities, with 145 health workers killed and 123 injured while on duty.

Cultural Heritage Protection Highlights:

• The International Alliance for the Protection of Heritage in Conflict Areas (ALIPH) has approved an initial envelope of $100,000 to fund emergency measures to protect the Lebanon’s cultural heritage.
