Israel/Hamas War Situation Report #63




Military and Diplomatic Highlights:  

·         The Israel Defense Forces (IDF) reported that Hezbollah has at least 100,000 fighters and over 150,000 projectiles (most are precision guided).

·         The IDF reported on September 21st that they have almost completed killed Hezbollah’s military chain of command.

·         On September 23rd, the IDF struck more than 300 Hezbollah targets in Lebanon:

o   The IDF stated that the attack was in response to Hezbollah rocket attacks in Northern Israel.

o   The United Nations Interim Force in Lebanon (UNIFIL) has expressed concern for civilian safety in Southern Lebanon.

·         The IDF has killed the following terrorist leaders:

o   Muhammad Hussein, Commander of Hezbollah’s Aerial Command

o   Abbas Ibrahim Sharaf Ad-Din, Deputy Commander of Hezbollah's Aerial Command

o   Ibrahim Aqil, Head of Hezbollah’s Operations Unit

o   Muhammad Ali Ismail, the Commander of Hezbollah’s Missile Unit

o   Hussein Ahmad Ismail, Deputy Commander of Hezbollah’s Missile Unit  

o   Hussein Hany: Senior terrorist from Hezbollah's missile unit

·         On September 26th, Hezbollah launched another 45 rockets into Northern Israel. In response, the IDF targeted and destroyed 75 Hezbollah targets (weapons storage facilities, ready-to-fire launchers, and other infrastructure) in Southern Lebanon.

·         On September 26th, a missile was launched from Yemen. It was successfully intercepted by the Israeli Aerial Defense System.

·         The U.S. Embassy in Jerusalem reported on September 23rd, that U.S. government employees and their family members have been temporarily restricted from any personal travel north of highway 65 toward Afula and north/northeast of highway 71 from Afula to the Jordanian border.

·         On September 27th, the Israeli Air Force (IAF) conducted strikes on Hezbollah targets in Beirut.

 

Civil Protection and Humanitarian Assistance Highlights:

 

Israel

·         The Magen David Adom (MDA) has reported the following activities between September 22-27:

o   Six victims of shrapnel injuries were treated and transported by the MDA in Haifa, Lower Galilee, and Krayot on September 22nd.

o   MDA treated and transported two people in Lower Galilee on September 23rd.

o   On September 26th, MDA treated a 45-year-old male in moderate condition with shrapnel injuries in the Shfela region.

o   MDA EMTs and Paramedics treated and transported a 68-year-old female in mild condition with blast injuries in Northern Israel.

o   A 25-year-old male was treated for shrapnel injuries in Lower Galilee on September 27th.

 

Gaza Strip

·         The UN reports that at least 1.9 million people are internally displaced.

·         The Palestine Red Crescent Society (PRCS) on September 25th, established a new shelter camp around Abasan al-Kabira, in collaboration with the Saudi Center for Culture and Heritage. The camp includes 125 tents that will house displaced families.

·         Access challenges are compounded by unpredictable and restrictive time windows for humanitarian movements through the two Israeli-controlled checkpoints between the south and north of the Gaza strip. In addition to the limited operating hours, technical failures at the checkpoints have further delayed movements and compromised the safety of aid workers.

·         The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported that between September 1-15, an average of only 67 humanitarian trucks entered the Gaza Strip per day.

·         As of September 27th, OCHA reported that nearly 90% of coordinated humanitarian movements between northern and southern Gaza so far in September have been either denied or impeded.

·         Healthcare and Public Health Update:

o   The World Health Organization (WHO) reports that only 17 out of 36 hospitals remain partially functional.

o   Ten field hospitals (6 fully and 4 partially operational) are also presently operational in the Deir al Balah, Khan Younis and Rafah governorates.

o   Médecins Sans Frontières (MSF) opened a new field hospital in Deir al Balah but added that at present the facility is only providing outpatient consultations as the expansion of other services depends on Israeli authorities, who have delayed supplies entering Gaza.

o   There remains a critical shortage of medicines and essential supplies, the Health Cluster warns of a severe scarcity of blood units across Gaza.

o   WHO reported that the three phases of the first round of the polio vaccination campaign, aimed at reaching children under ten years of age, were concluded on September 12th:

ü  Almost 560,000 children were vaccinated across the Gaza Strip.

ü  The second round of vaccination is planned to take place in four weeks.

o   PRCS on September 23rd reported that their medical team at the Al-Quds Field Hospital in Mawasi has performed its first surgeries, completing two minor operations. Going forward, surgeries will be conducted regularly, as the hospital now has a fully equipped operating room.

·         According to the Norwegian Refugee Council, with the amount of aid Israel is currently allowing into Gaza, it would take humanitarian agencies more than two years to deliver the kits needed to prepare tents, makeshift shelters and damaged homes south of Wadi Gaza for this coming winter.

·         The United Nations Satellite Centre (UNOSAT) on September 10th, released a preliminary comprehensive damage assessment of the road network which found that 68% of the network is damaged.

 

Lebanon

·         IDF strikes in Southern Lebanon have displaced a total of 118,000 people, most are fleeing towards Beirut and other safe areas.

·         On September 26th, the UN Agency for Palestine Refugees (UNRWA) reported that they have opened six emergency shelters.

·         The Lebanese Ministry of Public Health (MoPH) reported 600 people have been killed and nearly 1,700 injured in Israeli strikes.

 

Violations of International Humanitarian Law (IHL) Highlights:

·         At least 32 people were killed when three schools in Gaza were targeted between September 21-23.

·         An MDA ambulance was damaged in the Jezreel Valley by shrapnel on September 24th. There were no casualties.

·         The UNRWA’s Commissioner-General reported that Israel is phasing out representation from humanitarian organizations or those engaged in reporting on violations of international humanitarian law.

·         As of September 26th, 222 UNRWA employees have been killed.

·         On September 24th, the UN Refugee Agency (UNHCR) reported that two employees were killed in Lebanon:

o   Ali Basma was a seven-year UNCHR employee. He was killed on September 23rd.

o   Dina Darwiche was an employee for 12 years was killed along with one of her children after their home was targeted by the IDF. She is survived by her husband and one of their children.
