Hurricane Melissa Situation Report #1

Highlights:  

·       The National Hurricane Center reports that Hurricane Melissa is a Category 3 storm with maximum sustained winds of 125 MPH:

o   The storm is 50 miles east northeast of Montego Bay, Jamaica and is moving north northeast at 8 MPH.

o   Warnings/Watches:

ü  A Hurricane Warning is in effect for Jamaica, the Cuban provinces of Granma, Santiago de Cuba, Guantanamo, Holguin, and Las Tunas and Southeastern and Central Bahamas.

ü  A Hurricane Watch is in effect for Bermuda.

ü  A Tropical Storm Warning is in effect for Haiti, the Cuban province of Camaguey and the Turks and Caicos Islands.

o   The core of Melissa is expected to move over eastern Cuba later tonight and early Wednesday morning, move across the southeastern or central Bahamas later on Wednesday, and approach Bermuda Thursday and Thursday night.

o   Over the next 72 hours, severe rainfall, strong winds, and storm surges are forecasted for Jamaica, eastern Cuba, most of Haiti, the southern Dominican Republic, and the Bahamas.

·       The Jamaica Ministry of Health and Wellness reported on October 27th, three people have been killed due to impacts from the storm.

·       The Jamaican government has opened numerous shelters throughout the island. A full listing is available here.

·       The Pacific Disaster Center conducted an assessment of the potential impacts of the storm, below are the highlights:

o   2.92 million people are potentially exposed with an estimated 230,000 vulnerable people.

o   41 hospitals are potentially exposed.

o   The affected population will need an estimated 501 million calories and 717,00 liters of water per day.

o   The economic capital exposed is estimated to be $70.1 billion.

·       International Assistance:

o   The Jamaican government activated the European Union Civil Protection Mechanism on October 27.

o   The Pan American Health Organization (PAHO) has prepositioned emergency medical kits and supplies in Haiti.

o   PAHO’s multidisciplinary regional response team is standing-by for deployment to assist with health damage and needs assessments, coordination, emergency care, re-establishing essential health services, and the prevent and control of outbreaks.

o   The U.S. Department of State Travel Advisory for Jamaica has been updated to Level 3 (Reconsider Travel).

o   The Copernicus Emergency Management Service was activated on October 26.
