Hamas attack on Israel Situation Report #18

Military and Diplomatic Highlights: · On November 28th, the Israel Defense Forces (IDF) reported that three explosive devices were detonated that were adjacent to IDF troops in two different locations in northern Gaza. At one of these locations Hamas fighters opened fire at IDF troops resulting in several injuries. The IDF troops were in positions as per the framework of the operational pause. · The IDF reported that before the operational pause five senior Hamas leaders were killed. They included: o Ahmed Ghandour, Commander of Hamas' Northern Gaza Brigade o Aiman Siam, Head of Hamas' Rockets Array o Wael Rajeb, Deputy Commander of Hamas’ Northern Gaza Brigade o Farsan Halifa, Senior operative in Hamas' Judea and Samaria Headquarters o Rafet Salman, Commander of the Combat Assistance Unit in northern Gaza Civil Protection and Humanitarian Assistance Highlights (Gaza Strip): Israel · On November 23rd, United Hatzalah reported on their overall activities since the start of the war: o A total of 3,500 volunteers have treated 4,100 people injured because of rocket attacks. o 58 tons of medical supplies, food and personal care items have been distributed to volunteers, soldiers, and evacuated families throughout Israel. · United Hatzalah has also begun a program to train as many Israeli families in basic first aid. Gaza Strip · As of November 27th, the UN Agency for Palestine Refugees (UNRWA) reported the following: o Around 1.8 million people (over 80% of the population) have been displaced throughout Gaza. o Nearly 1.1 million Internally Displaced Persons (IDPs) are sheltering in 156 UNRWA facilities. · During the humanitarian pause, humanitarian partners have continued to ship relief supplies from Egypt into Gaza: o These efforts are being primarily taken by the Egyptian and Palestinian Red Crescent Societies and UN agencies. o These aid convoys have been carrying primarily food, medical supplies, water, and non-food items. o As of November 27th, eight containers carrying diesel fuel and cooking gas were transferred from Egypt to UN humanitarian agencies in Gaza. The fuel and cooking gas are designated for the operation of vital humanitarian infrastructure. o Despite an increase in supplies entering Gaza since the pause began, the volume of incoming commodities is insufficient to meet the extensive needs. o The pause will be extended for another 48 hours as of November 28th. · Healthcare and Public Health Update: o The World Health Organization (WHO) on November 28th warned about the high risk of infectious disease in IDP shelters, attributing this to severe overcrowding and the disruption of health, water, and sanitation systems. This concern is underscored by recent reports of Hepatitis cases at shelters in the south. o On November 27th and 28th seven hospitals resumed limited operations. This includes the Shifa Hospital’s dialysis department. o WHO reported on November 26th, that 23 pallets of medical supplies containing IV fluids were delivered to key hospitals. These supplies can address the health needs of 4,500 people. o Between November 22-26, through joint missions with WHO, UNRWA and the Palestine Red Crescent Society (PRCS) 190 patients and 29 companions were transported to hospitals in Egypt or in Southern Gaza. · UNRWA has continued distributing wheat flour to IDPs in and outside shelters. Violations of International Humanitarian Law (IHL): · Between November 25-28, the Israeli governments reports that 53 hostages have been freed and returned to Israel. · On November 27th, UNRWA reported that 109 personnel have been killed. · On November 22nd, IDF forces arrested and are still detaining Awni Khattab with the PRCS, the head of the Al-Shifa Hospital and two healthcare workers. These individuals were arrested at an IDF checkpoint. Dis-Information Highlights: · A video being shared on social media networks claims to show a Doctors Without Borders medic giving a man a weapon in the West Bank city of Jenin. The medic though is not affiliated with the organization. Sources:
