Military and Diplomatic Highlights: · Hamas continues to target with rockets civilian population centers. · The Israel Defense Forces (IDF) announced that they are conducting a targeted operation at a specific location at Shifa Hospital. The forces involved in this operation include medical teams and Arabic speaking personnel. Civil Protection and Humanitarian Assistance Highlights: Israel · Home Front Command reported that rocket shrapnel injured three people in Tel Aviv on November 14th. Gaza Strip · The IDF is continuing to open evacuation corridors between 0900 to 1600 hours daily. A phone number has been provided to call and a Telegram channel created for Palestinians to report if Hamas Is blocking evacuations. · A total of almost 1.6 million people have been displaced throughout the Gaza Strip: o Almost 787,000 Internally Displaced Persons (IDPs) are sheltering in 154 UN Agency for Palestine Refugees (UNRWA) facilities. · On November 14th, 91 trucks carrying humanitarian aid entered Gaza. However, the distribution of this aid has come to a halt due to lack of fuel: o The Israeli government has stated that on November 15th they would permit a limited amount of fuel to be distributed to deliver these supplies. However, fuel for hospital generators and for water and sanitation facilities remains banned. · The International Committee of the Red Cross (ICRC) are continuing to deliver relief supplies. On November 12th they provided blankets and cleaning kits to 8,000 families in Nussairat. · Healthcare and Public Health Updates: o The Al Ahli Hospital in Gaza City is the only hospital that is still operational but is operating at minimum levels: ü The Al Ahli Hospital is currently accommodating 500 patients. o The World Health Organization (WHO) is reporting that as of November 14th, more than half of the hospitals in Gaza (22 out of 36) were non-functional due to lack of fuel, damage, attacks, and insecurity. o The IDF stated that it attempted to deliver 300 liters of fuel to the Shifa Hospital on November 13th, but the hospital staff were threatened by Hamas if they attempted to retrieve it. o The IDF also stated that they are in the process of transferring incubators to hospitals in Gaza. o On November 14th, the Palestine Red Crescent Society (PRCS) evacuated the patients, their families, and staff from the Al-Quds Hospital: ü This evacuation was conducted due to lack of power and the depletion of water and food for the patients. ü The patients and their families were evacuated to hospitals in Southern Gaza. · The UNRWA reports that as of November 14th, they are only meeting 39% of food needs in the shelters. However, at least 70,000 families have received flour. Repatriation · On November 13th, 500 foreign nationals and four injured people were allowed to leave Gaza and enter Egypt. · The U.S. State Department is continuing to assist American Citizens, permitted residents and their families that have left Gaza. Violations of International Humanitarian Law (IHL): · The IDF reports that 239 people are still being held by Hamas. The ICRC has stated that hostage taking is not permitted under IHL. · As of November 13th, a total of 101 UNRWA personnel have been killed and 27 injured. This remains the highest number of UN aid workers killed in a conflict in the organization’s history. · UNRWA also reported that a school in the north and a facility designated as a residence for UN international staff in Rafah area were directly hit by strikes: o There were no staff present in the residence at the time of the strike. o The coordinates of the staff residence were shared twice with Hamas and the IDF. Dis-Information Highlights: · A recent Instagram post is being shared that falsely claims that Jews or Israel were responsible for the September 11th terrorist attacks in the United States. · Polygraph Info reports that in the aftermath of the October 7th attack there has been a flood of social media posters that use deliberately emotive hyperbolic language that is also highly partisan and false.
