Haiti Unrest Situation Report #8




Highlights:

• The violence has exacerbated humanitarian access constraints, including severe restrictions on safe access to essential services, including education and health.

• The UN Secretariat is urging UN member states to boost their contributions to the under-resourced Multinational Security Support Mission and to convert this mission to a UN Peacekeeping operation.

• Some residents of Port-au-Prince as of November 17th have been unable to leave their homes due to barricades and the risk of gang attacks.

• As of November 18th, over 20,000 Internally Displaced Persons (IDPs) have fled their homes across Port-au-Prince in just four days amid escalating gang violence:

o The majority of the IDPs took refuge in 15 sites. Twelve of these sites were established to house these IDPs.

o 17 IDP sites were emptied due to these incidents.

• The U.S. State Department reports that as of November 21st the land border between the Dominican Republic and Haiti remains closed for crossings.

• A series of threats by Haitian police forces against Médecins Sans Frontières (MSF) staff have forced MSF to suspend activities as of November 20th until further notice in the metropolitan area of Port-au-Prince:

o Police officers have stopped MSF vehicles multiple times and directly threatened MSF staff members, including threats of death and rape.

o On November 11th, Haitian police officers attacked an MSF ambulance which resulted in the execution of at least two patients and physical harm to MSF staff members.

• On November 20th, the World Food Programme (WFP) resumed humanitarian flights after regulatory issues were resolved following a short interruption.

• As of November 21st, WFP despite access constraints has ramped up the delivery of urgent assistance:

o In November, WFP and its partners have distributed rice, beans and cooking oil to over 146,000 people in various neighborhoods of Port-au-Prince.

o More than 97,000 people have received cash transfers.
