Military and Diplomatic Highlights:
• As of December 3rd, the Ukrainian military is reporting the following Russian losses:
o 745,700 Soldiers (Wounded or Killed)
o 9,486 Tanks
o 19,419 Armored vehicles
o 20,976 Artillery
o 1,019 Air defense systems
o 19,917 Drones
o 369 Aircraft
o 329 Helicopters
o 2,855 Cruise missiles
o 28 Warships
o 1 Submarine
• As of December 1st, the Ukrainian Ministry of Defense reported that Russia lost 45,000 personnel in November. This is the highest monthly number since the invasion began.
• Ukraine reported that as of November 28th, that there are 12,000 North Korean soldiers fighting for the Russian Federation in Ukraine.
• On November 28, the Ukrainian government reported that Russia launched a massive air strike, using 91 missiles and 97 drones on the country’s energy infrastructure. Ukraine was able to shoot down 114 missiles and drones.
• International Assistance:
o The Netherlands on November 28th, delivered three Patriot missile launch tubes.
o The International Drone Coalition this year will allocate a total of 1.8 billion Euros to support Ukraine.
o On December 2nd, Germany announced that is providing a new military aid package valued at 650 million Euros.
o The U.S. Department of Defense on December 2nd, announced that it will provide Ukraine with $725 million in equipment (air defense, munitions for rocket systems and artillery and antitank weapons).
• The International Atomic Energy Agency (IAEA) reports that as of November 28th, Ukraine’s three operating nuclear power plants have reduced their electricity generation following renewed attacks on the country’s energy infrastructure that further endangered nuclear safety.
War and Atrocity Crimes Investigations Highlights:
• Between November 1-25, the Health Cluster has verified 23 attacks on healthcare facilities:
o One healthcare worker was killed and 22 were injured.
• The Prosecutor General's Office of Ukraine reported that between November 22-29, 553 new war crimes were registered.
• On November 27th, the State Emergency Services reported that a Russian drone damaged an emergency services vehicle. No emergency workers were injured or killed in the attack.
• The Ukrainian Specialized Environmental Prosecutor’s Office has reported that 222 cases of war crimes against the environment and 14 ecocide crimes are under investigation as of November 29th. To assist in their investigations, they have received equipment from the French government.
• The Conflict Observatory has published a report on Ukrainian children kidnapped by the Russian Federation. This report found that at least 314 children have been subjected to Russia’s system of coerced adoption and fostering since February 2022.
Humanitarian Impact and Response and Recovery Highlights:
• The UN and its partners are targeting 8.5 million people for assistance and have reached 7.7 million people.
• There are 2.4 million Internally Displaced Persons (IDPs).
• A total of 1.6 million people has left Ukraine and sought refuge in other countries.
• There are 631 humanitarian partners operating in the country.
• Humanitarian access due to security-related impediments remains a challenge throughout the country
• Russian attacks on civilians and infrastructure have continued:
o An attack on November 25 impacted multiple regions across the country. These attacks resulted in 19 casualties.
o Attacks on civilian infrastructure in the Kyiv and Rivne regions occurred on November 28th. State Emergency Services deployed 87 emergency workers and 25 pieces of equipment. There were no civilian casualties.
o On December 2nd, a Russian drone attack killed one person and injured three people. 100 people were also forced to evacuate their homes.
• The Ukrainian Red Cross (URCS) continues to provide assistance throughout the country:
o In concert with other partners since July 2023, a multisectoral emergency response program in the Zaporizhzhia, Dnipro, Odesa, and Kherson regions have provided 11,000 people with humanitarian aid and winterization support.
o On November 30th, the URCS delivered 21,000 food parcels to older people in Kherson.
o As of December 3rd, 7,000 people have received winter cash assistance through the Home-Based Care program. Each household received UAH 21,000 to cover heating costs, medicines, and food.
• Healthcare and Public Health Update:
o As of November 27th, over the previous week, URCS mobile health units in the Sumy region have assisted 720 people. Currently, six units are operating in the region, visiting 40 locations and providing medical services to remote areas with limited access to healthcare.
o 16 Health Cluster partners are working with local authorities at designated transit centers to provide essential health services. In September they reached 5,272 people.
o Health Cluster partners have continued efforts to relocate health facilities. On November 15th, Première Urgence Internationale carried out the second phase of relocating hospital assets to safer locations.
• Food Security Update:
o In 2024, the Food and Agriculture Organization of the United Nations (FAO) supported 45,724 rural families with cash and voucher assistance and drip irrigation kits to enable them to cover their immediate needs and restore and keep production.
o 4,741 farmers benefited from the distribution of spring crops seeds, generators, temporary storage solutions, animal feed, cash and vouchers.
o FAO requires a total of $150 million to assist 821,050 people in rural areas and small farmers. The FAO has raised $28.9 million.
• On November 22nd, the World Health Organization (WHO) installed a high-capacity modular heating unit in the Odesa region. It is designed to serve 300,000 residents.
Russian Dis-information Campaign Highlights:
• The Russian Federation has falsely claimed that no North Korean troops are currently in Ukraine and that they do not rely on foreign weapons.
• On November 28th, Russia created a Global Fact-Checking Network to mimic real fact-checkers while pushing dis-information.
Cultural Heritage Protection Highlights:
• The Conflict Observatory in October 2024 using publicly available geospatial data has documented damage to Ukrainian archaeological sites under the territorial control of the Russian Federation Armed Forces in two locations in Vasylivka Raion, Zaporizhzhia Oblast:
o The damage includes the construction of military infrastructure at the archaeological sites and the creation of a large, lewd geoglyph in the shape of a phallus in an adjacent field.
• As of November 27th, the UN Educational, Scientific and Cultural Organization (UNESCO) has verified damage to 468 cultural sites. This includes:
o 145 Religious sites
o 238 Buildings of historical and/or artistic interest
o 32 Museums
o 33 Monuments
o 17 Libraries
o 1 Archive
o 2 Archaeological sites
