Military and Diplomatic Highlights:
· The Ukrainian military has reported the following Russian losses:
o 1,178,610 Soldiers (Killed or Wounded)
o 11.396 Tanks
o 23,686 Armored vehicles
o 34,843 Artillery pieces
o 86,900 Drones
o 431 Aircraft
o 347 Helicopters
o 4,024 Cruise missiles
· Through the North Atlantic Treaty Organization’s (NATO) Comprehensive Assistance Package and the Prioritized Ukraine Requirements List (PURL) the following NATO member states have announced additional assistance as of December 4th:
o Netherlands: €35 million in winter support for Ukraine's Armed Forces.
o Germany: $200 million for armaments in two packages. An additional 25 million Euros through the PURL mechanism.
o Poland: $100 million will be contributed to the PURL initiative.
o Norway: Announced that it will contribute $500 million in funding for two new PURL packages for Ukraine.
o Australia: Providing a new military assistance package worth $62.3 million.
o Poland, Germany and Norway will fund a $500 million PURL package, which covers our most urgent defense needs, including missiles for Patriot air defense systems.
o New Zealand announced a $15 million contribution to the PURL initiative.
· The International Atomic Energy Agency (IAEA) reported the following:
o IAEA on November 27th deployed additional staff to the Chornobyl Nuclear Power Plan to conduct a comprehensive safety assessment of the damaged New Safe Confinement following a Russian drone strike on February 14, 2025.
o On December 6th the Zaporizhzhia Nuclear Power Station temporarily lost all off-site power. This was the 11thtime that this has occurred. However, two power lines were re-installed.
War and Atrocity Crimes Investigations Highlights:
· As of October, the World Health Organization (WHO) has verified 35 attacks on healthcare in 2025:
o 26 attacks impacted health facilities.
o Nine of these attacks affected medical transport.
· On November 23rd, the Ukrainian Red Cross Society (URCS) facility in the Chernihiv region was damaged by a Russian drone attack. Fortunately, no staff or volunteers were injured.
· On December 4th, a World Food Programme (WFP) supported bakery was hit during heavy Russian shelling:
o Three employees were injured.
o Two delivery trucks were destroyed.
o The bread facilities were damaged.
Humanitarian Impact and Response and Recovery Highlights:
· As winter nears, attacks on Ukraine’s energy infrastructure have triggered widespread power outages, especially in major cities:
o This has intensified the humanitarian and economic crisis, driving inflation, raising business costs, and straining national recovery efforts.
o The UN Office for the Coordination of Humanitarian Assistance (OCHA) reported that as of December 4th the country’s energy infrastructure (mostly in Kherson & Odesa regions) has been targeted almost daily.
· The URCS has launched a nationwide campaign to recruit emergency response volunteers.
· A UN humanitarian convoy on November 28th reached the front-line Kherson Region. The convoy delivered power stations, medicines, winter clothing and other supplies.
· On December 4th, UN partners delivered emergency supplies to heavily affected villages in the Lyman community.
· Public Health and Healthcare Update:
o As of November 18th, 10 URCS mobile health units carried out 191 site visits in October. This included 5,656 consultations, providing essential medicines, and emotional support to vulnerable communities.
o As of November 27th, WHO has delivered 26,000 doses of rabies vaccine.
o On December 4th, URCS opened its tenth Psychosocial Support Centre in Chernivtsi.
· Food Security Update:
o Due to funding shortfalls, WFP Ukraine is phasing out some activities, reducing transfer values, and limiting all assistance to areas within 50 km of the front lines.
o The Food and Agriculture Organization of the United Nations (FAO) requires a total of $150 million to assist 550 000 people in rural areas, including small-scale farmers.
o The WFP and the URCS supported front-line communities in the Kharkiv region on November 20th with drip‑irrigation kits and motor cultivators, This assistance will be used to boost gardens and crop yields.
o The FAO is planning to target 239,844 rural families and small-scale farmers for assistance.
o The European Union in concert with WFP as of December 6th has delivered 160,000 people in frontline areas 11kg kits of food staples monthly. 80% of the food procured was bought within the country.
Cultural Heritage Protection Highlights:
The UN Educational, Scientific and Educational Organization (UNESCO) as of November 26th has verified damage to 512 cultural heritage sites. This includes:
· 152 Religious sites
· 268 buildings of historical and/or artistic interest
· 37 Museums
· 33 Monuments
· 18 Libraries
· 3 Archaeological sites
· 1 Archive
