Nepal Severe Flooding Situation Report #3

Highlights:
· On August 28th, Nepal's National Disaster Risk Reduction and Management Authority (NDRRMA) reported that the Bhote Koshi is again experiencing a rise in flooding:
o Residents along the Trishuli River's riparian areas (up to Mugling) have been requested to remain in safe locations until further notice.
· The National Emergency Operations Centre has confirmed 539 fatalities and 73 people have been injured.
· At least 977 people are reported as missing. The UN Migration Agency reported that there are at least 579 missing tourists.
· Thirteen municipalities across the four worst hit districts of Rasuwa, Nuwakot, Dhading and Gorkha have been identified as most affected.
· The Prime Minister’s Office on August 28th reported that in response to complaints from the public about delays in the search for missing citizens and the recovery management of deceased bodies the Nepali Armed Forces has deployed an additional 1,200 personnel:
o 1,600 personnel were previously deployed for rescue and relief operations.
· Search and Rescue (SAR) Operations:
o These operations are being led by the national government and include 12,249 security personnel and 15 helicopters.
o Helicopters are the primary means of access, and adverse weather has intermittently grounded flights.
o At least 789 people have been rescued.
o SAR team deployments are being prioritized from China and India.
o Additional SAR team deployments are being asked to request access to the country from the national government.
· Population displacement numbers are still preliminary:
o Five known sites in the Nuwakot district are sheltering more than 1,000 displaced people against a combined capacity of 1,350.
· The Nepal Red Cross Society (NRCS) reported on August 28th that the following non-food relief items has been deployed to the affected areas:
o 1,540 Body bags
o 860 Dignified Hygiene Kits
o 1,000 N95 Masks
o 400 Blankets
o 25 First Aid boxes
o 25 Stretchers
o 10 Tents
· Access and Infrastructure Impacts:
o The areas affected are in extremely remote and difficult-to-access areas.
o Infrastructure damage is still being assessed but early estimates include:
ü There are around 45 kilometers of damaged transport corridors and more than 11,000 hectares of damaged land, including some 2,732 hectares of lost agricultural land.
o Road transportation networks and trade routes have been disrupted in the Rasuwa, Nuwakot, Dhading, Gorkha and Chitwan districts.
o The NDRRMA reported on August 28th that the Kathmandu-Tokha-Chhahare-Gadkhar Bridge-Aap-Narja-Lachyang-Sarmathli-Patikharak road section via Bogtitar-Kalikashthan-Dhunche has been reopened for four-wheeled small vehicles.
o The Nepali Police reported on August 28th that the road section from Kathmandu to Mugling is fully operational (only a 1 km road in Baireni Bazar, Dhading is one-way).
o River transports are unlikely due to the flood impacts.
o The Tribhuvan International Airport in Kathmandu remains operational. It is the main international entry point.
o The Rasuwagadhi border crossing was completely damaged by the flood.
· Humanitarian Needs and Deployments:
o Around 50,000 people are in need of humanitarian assistance (emergency water, sanitation and hygiene support).
o Humanitarian partners are providing technical and operational support under national leadership.
o Humanitarian partners are scaling up distributions of food, shelter materials, non-food items, dignity kits and health supplies, while preparing more detailed assessment and response plans as access improves.
o Humanitarian staging areas have been established in Kathmandu and Surkhet.
· Food Security:
o Partner organizations estimate that at least 20,000 households may need immediate food assistance.
o Nutrition partners estimate that some 17,000 children, 1,500 pregnant and breastfeeding women and 9,000 adolescents need immediate nutrition support.
· The Nepali Ministry of Finance is preparing a relief and rehabilitation package for affected individuals and businesses.
· International Assistance:
o European Union (EU) Response:
ü A Rapid Response Coordinator in Asia is being deployed to help coordinate EU response operations.
ü The Copernicus Emergency Management Services has been activated to provide maps of the affected areas.
ü The EU has allocated 2 million Euros in humanitarian aid (food, healthcare, clean water and sanitation).
o The International Red Cross and Red Crescent Societies (IFRC) on August 28th launched an Emergency Appeal for $25 million to support the NRCS:
ü Funding will used to support shelter, cash assistance, health, relief items, water and sanitation, mental health and psychosocial support, restoring family links, and longer-term recovery.
o The US Embassy, Nepal reported the following:
ü The State Department on August 27th reported that a Disaster Response Advisor will be deployed.
ü $500,000 in grant assistance will be provided to Catholic Relief Services.
ü Catholic Relief Services on August 28th reported that they are working through an implementing partner Caritas Nepal to deliver the following relief supplies:
Ø More than 2.5 metric tons of food supplies.
Ø 500 blankets.
Ø 500 mosquito nets.
Ø 500 insulating foam sheets for temporary shelter flooring to two school locations in Rasuwa.
