Military and Diplomatic Highlights:
· The Israel Defense Forces (IDF) have reported numerous ceasefire violations throughout February.
· IDF has also killed several terrorist leaders, these include:
o Ali Raziana the Islamic Jihad commander of the Northern Gaza Brigade was killed on February 4th.
o On February 4th, Muhammad Issam Hassan al-Habil the head of a Hamas terror cell was killed.
o On February 11th, Basel Hamoni who was a Hamas terrorist responsible for the 2004 Be’er Sheva bus bombings was killed.
o Ahmad Hasan who was the Head of the Sniper Array in the Hamas Beit Hanoun Battalion was killed on February 11th.
o Muhammad Zidan who was a senior terrorist in Jenin was killed on February 13th.
o On February 15th Ahmad Bayouk was killed. He was involved in the October 7th attack on the Re’im base.
o Azem Abu Huli who was the Head of the Islamic Jihad’s Nukhba Array in the Central Camps sector was killed on February 15th.
· The IDF has also continued military strikes in Lebanon targeted Hezbollah and Islamic Jihad terrorists and infrastructure. The most significant of these strikes occurred between February 16-21.
Humanitarian Assistance Highlights:
Gaza Strip
· The humanitarian crisis in Gaza remained severe throughout January 2026, despite a ceasefire, with the population facing acute shelter needs, displacement, and challenges in aid delivery amid harsh winter conditions:
o Nearly the entire population of Gaza remained displaced, with at least 1.3 million people sheltering across more than 970 sites, predominantly concentrated in Deir al Balah and Khan Younis.
o According to the Shelter Cluster, over 1 million people require emergency shelter assistance.
· Between February 6-11, at least 9,784 pallets of aid administered by the UN and its partners were offloaded at Gaza’s crossings:
o About 65% of these pallets contained food supplies.
o 13% were shelter items.
o 9.5% were nutrition supplies.
o Water, sanitation and hygiene assistance amounted to 7%.
o Health items accounted for 2.5%.
· Between February 6-11, the UN attempted to coordinate 48 humanitarian missions with the Israeli authorities inside Gaza:
o Five missions were denied outright.
o 25 missions were facilitated.
o 11 were approved but faced impediments.
o Another seven missions had to be cancelled by the organizers due to operational, logistical, or security reasons.
· Healthcare and Public Health Updates:
o The World Health Organization (WHO) reported on January 29th that they supported the evacuation of 24 patients and 36 companions to Jordan.
o WHO reported on February 3rd that five patients and seven companions were evacuated to Egypt through the Rafah Crossing.
o On February 7th, the UN Agency for Palestine Refugees (UNRWA) reopened the Bureij Health Centre in eastern Middle Area, which had been closed since October 7, 2023.
o On February 19th, WHO reported that nearly 16,000 children under the age of three were vaccinated in Gaza last month during the second round of a catch-up routine vaccination effort led by the UN Children’s Fund, UNRWA and WHO:
ü Over 80% of children vaccinated in this round had previously received vaccines and were on track with their latest dose, while around 20% had started but not completed their routine vaccination schedule.
· Between February 5-10, the UN distributed 738,466 liters of diesel to partners:
o 462,820 liters in the south.
o 275,646 liters in the north.
o This fuel is intended to support critical water and sanitation, health, logistics, rubble removal, shelter, site management, telecommunications, education, nutrition, cash assistance and protection operations.
· On February 20th, World Central Kitchen delivered Ramadan kits to families and patients at the Al-Khair Hospital and the Kuwaiti Field Hospital.
· As of February 21st, World Central Kitchen is serving one million meals daily in Gaza. These meals are prepared in various field kitchens, community kitchens and bakeries.
West Bank
· Over 90% of Palestinians displaced due to settler attacks and access restrictions in 2026 to date have been in the Jordan Valley area, which also accounts for more than one third of such displacement since January 2023.
Violations of International Humanitarian Law (IHL) Highlights:
· On February 4th Hussein Hasan Hussein Al-Sumairy a member of the Palestine Red Crescent Society was killed while providing emergency medical service in Khan Yunis.
· On February 8th, the Israeli Security Cabinet approved a series of measures altering administrative and legal arrangements in the West Bank that further deepen Israeli control over land, including in areas administered by the Palestinian Authority:
o De-classifying West Bank land registries, removing certain restrictions on land transactions, and renewing a land acquisition committee to enable state purchases.
o Expanding Israeli supervisory and law-enforcement authorities.
o Transfer of selected planning and building-permit powers from Palestinian municipal bodies to the Israeli Civil Administration.
o Establishing municipal frameworks linked to specific religious sites, such as Al Ibrahim Mosque/Cave of the Patriarchs in Hebron and Rachel’s Tomb in Bethlehem.
