Israel/Hamas War Situation Report #82

Military and Diplomatic Highlights:  

·       The Israel Defense Forces (IDF) has killed the following terrorists in Lebanon and the Gaza Strip from November 19-22:

o   Kamel Reza Karnabsh was involved in Hezbollah’s reestablishment efforts.

o   Jawad Sidawi was involved in preparing attacks from Lebanon against IDF troops and Israeli civilians.

o   Abdallah Abu Shamala, Head of Hamas’ Naval Array.

o   Fadi Abu Mustafa, Chief Constructor of the Battalion’s Terror Tunnel Network.

o   Muhammad Ali Shuweikh, Hezbollah leader in the Mansouri area.

·       The Israel government has stated that Hamas and Hezbollah have violated the ceasefire agreement numerous times, here are a few examples:

o   On November 16th, a terrorist was identified crossing the yellow line and approaching IDF troops in northern Gaza.

o   Several terrorists were identified crossing the yellow line and approaching IDF troops in northern Gaza.

o   Two terrorists on November 20th were identified crossing the yellow line and approaching IDF troops in southern Gaza.

o   On November 22nd, Hamas sent a terrorist into Israel held territory to attack IDF soldiers.

·       As of November 20th, the United Nations Interim Force in Lebanon (UNFIL) since last year’s cessation of the hostilities agreement has recorded over 7,500 air violations, almost 2,500 ground violations north of the Blue Line, and over 360 left behind weapons caches that were referred to the Lebanese Armed Forces. Each violation has been reported to the UN Security Council.

 

Gaza Strip Humanitarian Assistance Highlights:

·       Heavy rain has affected over 13,000 households as of November 15th, with hundreds of tents and makeshift shelters affected. Immediate needs include winterization items including blankets, mattresses, tarps, jerricans, winter clothing, and tents.

·       On November 17th, 2,552 pallets of aid administered by the UN and its partners were offloaded at Gaza’s crossings:

o   About 40% of these pallets included food, followed by shelter supplies (35%), nutrition supplies (11%), health supplies (7%), logistic and telecommunication materials (5%), as well as other water, hygiene and sanitation (WASH) supplies and fuel (2%).

o   As of November 18th, Kerem Shalom, Zikim, and Kissufim crossings are operational, with humanitarian cargo offloading and uploading alternating days between Zikim and Kissufim.

·       Food Security Update:

o   Over a month into the ceasefire, the World Food Programme (WFP) delivered more than 30,000 mt of food in Gaza and rapidly scaled up operations. However, during the reporting period, shortages of some commodities due to access constraints, including de-prioritization of humanitarian cargo at crossings, customs clearance delays, corridor suspensions, and the continued lack of access to northern crossings, led to temporary suspensions at several distribution sites, resulting in roughly 20% reduction in volumes.

o   Partners are currently distributing daily about 160,000 bundles of 2 kilograms (kg) each that are produced by 18 UN-supported bakeries:

ü  The bread is being distributed free of charge through partners at more than 400 distribution points, including community kitchens.

ü  An additional network of 71 contracted retailers is selling it at a subsidized price.

o   More than 1.3 million meals were delivered by 26 partners as of November 15th through 195 kitchens:

ü  181,000 in northern Gaza

ü  About 1.2 million in Deir al Balah and Khan Younis governorates.

·       Healthcare and Public Health Update:

o   The Al-Khair Hospital on November 10th resumed its operations with assistance from the World Health Organization (WHO) after being out of service following the attacks that occurred in February 2024:

ü  WHO has repaired the water, sanitation, electricity, and infrastructure systems, and supplying it with essential medical equipment and medicines.

o   WHO on November 17th established a new stabilization center for malnutrition with a capacity of 20 beds in the hospital to provide care for children suffering from acute and severe malnutrition.

o   On November 17th, WHO has received 72 tons of medical supplies in Al-Arish, Egypt, via the European Union's 40th humanitarian air bridge. This shipment included essential medicines, equipment, and supplies for treating blood disorders, as well as water quality testing equipment.

o   As of November 19th, the World Health Organization (WHO) and its partners have vaccinated more than 10,000 children aged under three during an immunization vaccination campaign launched on November 9th:

ü  This campaign is meant to protect children against measles, mumps, and rubella, diphtheria, tetanus, pertussis, hepatitis B, tuberculosis, polio, rotavirus and pneumonia.

ü  Phase two and three of the campaign are planned for December 2025 and January 2026.

ü  WHO's monitoring teams are on the ground, ensuring the quality and coverage of the vaccination campaign.
