Gaza Strip Military and Diplomatic Highlights:
· Between April 10-15, the Israel Defense Forces (IDF) killed the following Hamas leaders:
o Muhammad al-‘Ajlah
o Haitham Razek
o Abd al-Karim
o Sheikh Khalil
· On April 12th, the Israeli Minister of Defense announced that the IDF has fully encircled Rafah governorate and completed its control over the Morag corridor:
o Tens of thousands of Palestinians were reportedly in Rafah, with no access to humanitarian aid, and tens of thousands have reportedly been displaced from the governorate under very difficult conditions amid ongoing attacks.
o The corridor separates Khan Younis and Rafah governorates and divides the Gaza Strip from east to west over a span of 12 kilometers, effectively creating an “Israeli security zone” on roughly 20% of the Gaza Strip between the Egyptian border and Khan Younis.
o The Israeli Defense Minister announced that large parts of Gaza have become part of Israel’s “security zones” and hundreds of thousands of residents have already been evacuated.
· On April 16th, the IDF provided the following update on operations in Gaza:
o They have attacked 1,200 targets.
o Over 100 terrorists have been killed. This includes 15 company commanders.
Civil Protection and Humanitarian Assistance Highlights:
Israel
· Following rocket fire in the Ashkelon area on April 6th, the Magen David Adom treated and transported a 30-year-old male with shrapnel injuries.
Gaza Strip
· Gaza is now likely facing the worst humanitarian crisis in the 18 months since the escalation of hostilities in October 2023:
o Humanitarian operations have been stifled by a combination of expanded military activity, the Israeli government’s blockade on the entry of humanitarian aid and commercial supplies, killing of aid workers and attacks on their premises, and severe movement restrictions within Gaza.
o Since March 18th the IDF have escalated bombardment from the air, land and sea and expanded ground operations, resulting in hundreds of casualties, destruction of civilian infrastructure, and large-scale displacement.
o Massive destruction of residential buildings, agriculture structures and other facilities as well as strikes on tents of Internally Displaced People and health facilities have been reported.
· Ongoing Displacement:
o As of April 9th, over 401,000 people are estimated to have been displaced again with no safe place to go.
o Between March 18th and April 14th, the IDF issued at least 20 displacement orders, placing about 39% (142.7 square kilometers) of the Gaza Strip, under active displacement orders.
o In addition to areas placed under displacement orders, the IDF have requested the UN to coordinate and notify movements to the “no-go” zone along Gaza’s perimeter and along Wadi Gaza where Israeli forces have re-deployed since March 20, which makes up about 50% of the Gaza Strip.
o In total, about 69% of the Gaza Strip is under active displacement orders, within the “no-go” zone or both.
· Between April 8-14, out of the 49 planned aid movements that were coordinated with the Israeli authorities:
o 23 were denied.
o One faced impediment.
o 21 were facilitated
o Four were cancelled.
· Healthcare and Public Health Update:
o The World Health Organization (WHO) on April 6th reached the Al-Shifa Hospital:
ü Doctors are being forced to discharge patients early to make room for trauma cases in urgent need of surgery.
ü A new 70-bed surgical and orthopedic wing is under construction to help absorb the growing caseload.
ü WHO has provided a tent with 10 inpatient beds.
o On April 9th, WHO supported the medical evacuation of 18 patients from Gaza via Kerem Shalom crossing for treatment in Norway, Malta, Luxembourg, and Romania, along with 29 companions.
o About 10,500 to 12,500 patients in Gaza remain in urgent need of medical evacuation, according to WHO.
o As of April 13th, the Al-Ahli hospital is out of service following an evacuation order and attack:
ü Due to this disruption, one child died.
ü The emergency room, laboratory, emergency room X-ray machines and the pharmacy were destroyed.
ü The hospital was forced to move 50 patients to other hospitals but 40 critical patients couldn't be moved.
ü The hospital is unable to receive new patients pending repairs.
· World Central Kitchen on April 17th reported that they have increased production at their mobile bakery by running double shifts. They are able to bake 59,000 loaves of bread daily for local families.
· The UN Agency for Palestinian Refugees in Jabalia repaired a water well serving 20,000 displaced people in the camp and nearby shelters.
Violations of International Humanitarian Law (IHL) Highlights (Gaza Strip):
· On March 23rd, the IDF targeted and killed 15 emergency and aid workers in Rafah:
o Eight people were Emergency Medical Technicians with the Palestine Red Crescent Society (PRCS), six were Civil Defense workers and one was a UN employee.
o These workers were dispatched to collect injured civilians.
o The remains of these emergency and aid workers were discovered in a mass grave near their crushed vehicles.
o Access to the site was denied by the IDF for five days.
o On April 7th, the IDF opened a preliminary inquiry which indicated that the troops opened fire due to a perceived threat following a previous encounter in the area, and that six of the individuals killed in the incident were identified as Hamas terrorists.
o On April 13th, the PRCS was informed by the International Committee of the Red Cross that the one surviving paramedic is being held in detention by Israeli authorities.
o The PRCS has called for an independent international investigation to ensure justice for the victims.
· On April 7th, Juzoor for Health and Social Development reported that two of their staff members (doctor and a nurse), were killed in Gaza city as they were leaving a medical point that was supported by the International Rescue Committee.
· WHO reported on April 15th an attack on the Kuwaiti field hospital in the Al-Mawasi area of Khan Younis. This attack killed one and injured nine people. Four ambulances were also damaged in this attack.
