Military and Diplomatic Highlights:
Iran
· The Israel Defense Forces (IDF reported that they killed three individuals on March 12 and 14, they were:
o Ali Muslim Tabaja, Senior commander of the Iranian Imam Hossein Division.
o Abdollah Jalali-Nasab, Senior intelligence official of the “Khatam al-Anbiya” Emergency Command.
o Amir Shariat, Senior intelligence official of the “Khatam al-Anbiya” Emergency Command.
· As of March 13th, the IDF reported the following accomplishments:
o Over 4,700 sorties were conducted which included over 380 within Iranian airspace.
o Conducted around 7,600 strikes:
ü Over 2,000 targeted headquarters and assets.
ü Around 4,700 strikes targeted their missile program.
· On March 13th U.S. Central Command (CENTCOM) reported that all six crew members of a KC 135 refueling aircraft were killed when their plane crashed in Iraqi territory. The circumstances of the incident are under investigation. However, the loss of the aircraft was not due to hostile fire or friendly fire.
· CENTCOM reported the following on March 16th:
o Completed over 6,500 combat flight hours.
o Over 7,000 targets were struck.
o Over 100 naval vessels were damaged or destroyed.
· The Institute for the Study of War on March 15th provided the following analysis:
o U.S. forces are steadily destroying Iran’s ability to use its most essential tool in the war (drone and missile attacks).
o Iran has still done some damage to US forces, and it is still firing drones and missiles, though the overall attack rate is slowly decreasing.
o There is little to no evidence that Iran is holding missiles or drones in reserve to expend after the U.S. and its allies run out of interceptors.
o Iran is reportedly using Russian-produced, possibly modified Shahed drones to target US bases and Gulf countries, according to Ukrainian intelligence.
o The Islamic Revolutionary Guard Corp (IRGC) almost certainly lacks the command-and-control necessary to execute a centrally-directed operation that prioritizes certain munitions over others.
o Iran remains a relatively strong state adversary with substantial military capabilities that it is using to damage US and allied infrastructure and forces and impose political costs. Iran’s attacks have not yet affected US military operations and fallen far short of Iran’s hopes for attacks with thousands of missiles and drones.
Lebanon
· On March 12th, the IDF killed the following individuals:
o Abu Ali Riyan, Hezbollah's 'Radwan Force' southern Lebanon unit commander.
o Abu Dharr Mohammadi, Operations commander in the IRGC’s missile unit within Hezbollah in Beirut.
· As of March 13th, the IDF reported the following accomplishments:
o Conducted over 1,1000 strikes which targeted:
ü Radwan Force targets.
ü Over 200 missile and launcher targets.
ü Around 35 command-and-control sites.
o Killed over 380 Hezbollah terrorists.
· The UN Secretary-General on March 13th arrived in Lebanon. He met with senior Lebanese officials, the UN Country Team and residents of affected communities.
· On March 16th, the IDF began what it is calling a “limited and targeted” ground operations against key Hezbollah strongholds in southern Lebanon. This activity is part of broader defensive efforts to establish and strengthen a forward defensive posture.
Iraq
· The U.S. State Department of March 16th reported that Iran aligned militias have encouraged and conducted attacks on U.S. citizens and targets associated with the United States throughout Iraq, including the Iraqi Kurdistan Region.
· These groups have repeatedly attacked the International Zone in central Baghdad. The International Zone remains closed, with limited exceptions.
· There have also been repeated attacks in the area around the Erbil International Airport and U.S. Consulate General Erbil.
Regional Defense and Attacks:
· On March 13th, NATO reported that they successfully intercepted an Iranian ballistic missile heading to Türkiye.
· The United Kingdom Ministry of Defense (UKMOD) has reported the following:
o On March 14th multiple drones have been destroyed by a British counter drone unit.
o The Royal Air Force has completed more than 550 flying hours on defensive operations over Qatar, Jordan, Bahrain, and the Eastern Mediterranean as of March 16th.
Civil Protection and Humanitarian Assistance Highlights:
Evacuation of Foreign Nationals:
· The EU has successfully completed 85 flights and evacuated 11,000 people.
Israel
· The Magen David Adom (MDA) reported the following actions on March 12 and 16:
o The MDA treated and transported 58 patients to areas hospitals in Northern Israel on March 12th.
o On March 16th, MDA treated and transported a 40-year-old male in the Kabri Junction area.
Iran
· The Iranian Red Crescent Society (IRCS) reported on March 13th that a total of 36,593 civilian units were damaged since the conflict began.
· Between February 28 to March 16th, more than 1,200 young IRCS advisers responded to 89,952 calls through the 4030 mental health hotline.
· The World Food Programme (WFP) has continued to assist more than 32,500 Afghan refugees in settlements through cash transfers, bread and wheat flour, as well as take‑home school snacks for children amid ongoing security constraints.
Lebanon
· IDF air strikes reportedly destroyed a bridge in Tarfylsay and damaged roads in Khardali and Dibbin, raising concerns over civilian mobility and potential humanitarian access.
· The UN Migration Agency (IOM) estimates that over 30,000 migrants have been displaced, many of whom face barriers to accessing humanitarian assistance (language constraints, limited information, and concerns related to their migration status).
· Shelter remains a critical challenge, as some migrants are unable or unwilling to stay in government-run collective shelters and instead rely on limited support from NGOs, community-based organizations, and embassies.
· The Health Sector Cluster reported the following since the start of renewed hostilities on March 2nd:
o 51% of the total injured patients were treated in emergency rooms, while 39% required admissions to the general wards and 10% to the intensive care units.
o This surge of severe war-wounded cases has overwhelmed the emergency healthcare capacity amid already limited resources.
o To safeguard access to secondary care, the Ministry of Public Health has issued a decision granting 100% coverage for displaced populations in selected public and private hospitals.
· The World Health Organization (WHO) in partnership with the Ministry as of March 16th has continued to provide supplies and technical assistance to frontline hospitals.
· The WFP has scaled up its emergency response to reach over 240,000 unique conflict-affected people across shelters and communities since March 2nd.
· The UN Interim Force in Lebanon has delivered over 13 tons of food, medical and hygiene supplies to the Tyre Union of Municipalities’ Disaster Management Unit that is currently supporting thousands of displaced people currently hosted in Tyre.
· The EU on March 10th via a humanitarian air bridge delivered 41 tons of humanitarian supplies.
Violations of International Humanitarian Law Highlights (Iran & Lebanon):
Iran
· On March 8th, Hamidreza Jahanbakhsh (IRCS staff member) was killed during a search and rescue operation in Tiran-o-Korun, Isfahan Province. At least 10 IRCS workers have been injured as of March 17th.
· The IRCS reported on March 12th, that the Israeli/US air strikes have targeted 720 civilian areas.
· A total of 16 health workers have been killed in airstrikes as of March 14th.
· As of March 17th, at least 17 IRCS centers have been seriously damaged and 19 ambulances have been damaged or destroyed.
Lebanon
· The Ministry of Public Health reported that 773 people have been killed and 1,933 injured.
· WHO reported on March 14th that 12 doctors, paramedics and nurses were killed in an attack on the Bourj Qalaouiyeh primary healthcare center.
