Military and Diplomatic Highlights:
Israel
• The Israel Defense Forces (IDF) on March 28th reported a missile launch from Yemen. Aerial defense systems intercepted and destroyed the missile.
Iran
• The IDF struck the Arak Heavy Water Plant in Central Iran on March 27th. This is a key plutonium production site for nuclear weapons:
o The International Atomic Energy Agency (IAEA) conducted an independent analysis and found that the plant suffered severe damage and is no longer operational.
o The installation contains no declared nuclear material.
• Iran reported to the IAEA that on March 27th, the Shahid Rezayee Nejad Yellow Cake Production Facility in Yazd province was attacked. There has been no increase in off-site radiation levels reported.
• U.S. Central Command (CENTCOM) reported on April 1st that they have struck more than 12,300 targets. It has also damaged or destroyed over 155 naval vessels.
• The IDF has killed the following Iranian leaders on April 2nd:
o Commander of the Ballistic Missile Unit in the Kermanshah area.
o Jamshid Eshaqi, Commander of the Oil Headquarters.
• On April 4th, the IDF reported that they struck over 200 infrastructure targets. This includes:
o Islamic Revolutionary Guard Corps (IRGC) munitions depot.
o Sites for the production, storage, and development of ballistic missiles intended to target aircraft.
o IRGC air defense systems.
• The IAEA was informed by Iran on April 4th that a projectile struck close to the premises of the Bushehr Nuclear Power Plant:
o This is the fourth incident in recent weeks.
o One of the site’s physical protection staff members was killed by a projectile fragment and that a building on site was affected by shockwaves and fragments.
o There has been no increase in radiation levels.
• On April 4th, CENTCOM reported the successful rescue of two American service members from Iran after their F-15E fighter jet was shot down on April 2nd during a combat mission.
• The Institute for the Study of War on April 4 provided the following analysis on the current operations in Iran:
o The loss of two US aircraft does not indicate that the combined force has lost or is losing air superiority over Iran.
o Iranian attempts to challenge US and Israeli air superiority have not seriously impeded the combined force’s ability to conduct operations over Iran.
o China is helping Iran reconstitute the Iranian missile program amid US-Israeli efforts to degrade it.
Lebanon
• Between March 29-30, three United Nations Interim Force in Lebanon (UNIFIL) peacekeepers were killed:
o One died when a UNIFIL position in southern Lebanon came under attack.
o Two more were killed when an explosion of unknown origin destroyed their vehicle near Bani Hayyan, south Lebanon.
o The peacekeepers who were killed were from the Indonesian contingent and were identified as:
Major Zulmi Aditya Iskandar.
First Sergeant Muhammad Nur Ichwan.
Corporal Farizal Rhomadon.
• The IDF over the last month reported the following accomplishments:
o At least 1,000 terrorists have been killed. This includes senior commanders.
o Over 3,500 targets have been struck throughout the country. These targets included at least five civilian bridges and other key facilities and financial storage sites.
• The IDF has killed the killed the following Hezbollah leaders between March 30 and April 1:
o Hamza Ibrahim Rakin, Deputy Commander of Hezbollah’s Unit 1800.
o Hajj Yusuf Ismail Hashem, Commander of Hezbollah’s Southern Front.
o Mahdi Vafaei, Head of the Engineering Branch of the Quds Force’s Lebanon Corps.
• The IDF reported on April 4th that they struck over 140 Hezbollah targets throughout Lebanon. This included:
o Hezbollah training site.
o Weapons storage facilities and launch sites.
o Hezbollah’s Radwan Force Headquarters.
Regional Defense and Attacks:
• On March 30th, NATO forces successfully intercepted an Iranian ballistic missile heading to Türkiye.
• The United Kingdom’s Ministry of Defense (UKMOD) reported the following activities between April 1-4:
o At least 1,000 British military personnel have deployed across the Middle East
o On April 3rd, Royal Air Force regiment gunners successfully downed multiple Iranian drones.
o As of April 4th, UKMOD defensive operations continue to protect Cyprus, Qatar, Jordan, the UAE and Bahrain.
Civil Protection and Humanitarian Assistance Highlights:
Israel
Between March 27 and April 1st, the Magen David Adom (MDA) has reported the following activities:
• The MDA on March 27th pronounced the death of a 60-year-old man in Tel Aviv.
• On March 28th in Eshtaol, MDA treated and transported seven people.
• The MDA in the Be’er Sheva area on March 29th treated and transported 31 people due to blast injuries to the Soroka Hospital.
• On April 1st, the MDA treated and transported 14 causalities.
Iran
• The Iranian Red Crescent Society is continuing to respond throughout the country:
o A total of 529 branches have been activated across all 31 provinces and operations reaching 197 cities.
o Around 100,000 responders are working around the clock to support affected communities.
o They have rescued more than 3,500 people from affected areas.
o On April 2nd, the IRCS reported that K9 search teams have participated in 693 search and rescue missions since the beginning of the war.
• The Iranian government estimates that 600,000 to one million households (up to 3.2 million people) have temporarily left their homes:
o 68,600 Iranian nationals have crossed into Türkiye and 53,000 have returned between March 3 and April 1.
o Movement volumes remain below pre-conflict levels, with crossings largely reflecting routine mobility, family travel, and precautionary movement rather than large-scale displacement.
• As of April 1st, more than 115,000 civilian units have been damaged during the airstrikes:
o 44,391 units were located in Tehran.
• Healthcare and Public Health Updates:
o Health services are reportedly continuing to operate at scale, with high service utilization and pressure on emergency and hospital care, while damage to health facilities highlight risks to service continuity and system resilience.
o The World Health Organization (WHO) continues to support the Ministry of Health in procurement of priority vaccine and noncommunicable disease management supplies, as well as in bolstering mental health and psychosocial support.
o WHO is working with the UN Office for the Coordination of Humanitarian Affairs (OCHA) and other humanitarian partners to prepare a package of humanitarian interventions for consideration.
Lebanon
• The continued strikes on civilian infrastructure (including the destruction of key bridges and transport roads) in southern Lebanon has significantly restricted movement and humanitarian access.
• These disruptions are cutting off parts of the south, affecting access to services and assistance for an estimated 150,000 people, and increasing isolation risks for communities under pressure.
• The World Food Programme (WFP) has facilitated four convoys delivering food assistance to 19,000 people in hard‑to‑reach areas, with the latest convoys reaching Tyre and Qlayaa.
• More than one million people have been internally displaced throughout the country:
o Over 136,300 people are staying in 669 government-designated collective shelters.
• Healthcare and Public Health Update:
o Since March 18th, WHO mobilized over 60 tons of medical supplies, including nearly 40 tons delivered from Europe via the EU Humanitarian Airbridge.
o Lebanon’s health system continues to manage a high volume of trauma cases:
Children and women remain significantly affected, placing further pressure on overstretched emergency, surgical, ICU, and pediatric services.
The government is refining needs, reorganizing secondary healthcare services, and advancing disability-inclusive and mental health and psychosocial support programming to enhance the overall response.
Lebanon reported an insulin stockout within the primary health care program, prompting urgent supply planning and stock monitoring.
Replenishment of essential medicines and supplies, including trauma and emergency obstetric and neonatal care supplies, is urgently needed to maintain service continuity.
o A WHO four truck convoy carrying 22 metric tons of trauma emergency surgery supplies and specialized medicines that could support around 50,000 patients arrived on April 1st.
o WHO is enhancing disease surveillance and early warning, including activation of shelter-based surveillance. This has been accomplished through 28 training sessions in 215 shelters.
Violations of International Humanitarian Law Highlights (Iran & Lebanon):
Iran
• At least 2,000 people have been killed across the country and at least 21,000 injured. Attacks by US/Israeli forces have occurred in 30 of the country’s 31 provinces.
• Since March 1st, WHO has verified over 20 attacks on health care in Iran, resulting in at least nine deaths, including that of an infectious diseases health worker. These attacks also included strikes on the following healthcare facilities:
o The Tofigh Daru pharmaceutical facility, which produced medicines for treating cancer and multiple sclerosis, was damaged on March 29th.
o On March 31st, the Delaram Sina Psychiatric Hospital sustained significant damage.
o On April 2nd, WHO reported an attack on the Pasteur Institute. The facility has sustained significant damage and was rendered unable to continue delivering health services.
• Between March 27 and April 4th, three members of the IRCS were killed as a result of US/Israel airstrikes. The individuals killed included:
o Dr. Somayeh Mir Abo Eshagh (44 years old): She was killed on March 27th in the Ishafan Province.
o Alireza Sohbatlou (35 years old): He was killed on March 31st in the northwestern province of Zanjan.
o Abolfazl Dahanavi (20 years old): He was killed on April 4th in Mobarekeh County, in the Isfahan Province.
• On April 2nd, US/Israel airstrikes destroyed several sections of the B1 Bridge in Karaj. This is the tallest bridge in the Middle East.
• On April 3rd, US/Israeli airstrikes targeted and severely damaged the IRCS warehouses in the Bushehr province.
• The IRCS reported on April 4th that airstrikes over the last 24-hours have targeted civilian areas throughout the country. These areas included:
o Tehran: Shahid Beheshti University, Malard, Shahr-e Rey, Fasham, Jamaran, Qarchak, and Imamzadeh Davud
o Hormozgan: Bandar Khmir Cement Factory, Shahid Rajaei Port, Jask Port, and Mahshahr Petrochemical.
o Khuzestan: Shalamcheh Terminal.
o Bushehr: Meteorology Department.
o Fars: Jahrom.
o Lorestan: Nurabad.
o Ilam: Mehran Border Terminal.
Lebanon
• The Lebanese Ministry of Public Health has recorded 1,238 deaths across the country.
• On April 1st, the UN Educational, Scientific and Cultural Organization (UNESCO) has granted provisional enhanced protection to 39 cultural properties as well as the provision of an international financial assistance (over $100,000) for emergency operations:
o These sites will receive technical and financial assistance to reinforce their legal protection, improve risk anticipation and management measures, and provide further training for cultural professionals and military personnel in this area.
o UNESCO is also carrying out satellite monitoring of historical and heritage sites.
