Highlights:
· At 5pm EDT the center of Post-Tropical Cyclone Milton was located 220 miles NNE of the Great Abaco Island. Milton is moving toward the east near 21 mph, and this general motion with an increase in forward speed is expected during the next several days.
· All storm surge and wind warnings have been discontinued.
· The National Hurricane Center has discontinued publishing advisories on this storm.
· As of this morning 27 Florida counties had evacuation orders in place.
· A total of 14 Urban Search and Rescue (USAR) Task Forces have been deployed.
· A total of 300 shelters were open with a population of at least 83,250 people.
· The Florida Department of Health (DOH) is supporting 62 special needs shelters
· Human Needs:
o The Pacific Disaster Center prior to impact estimated the potential key needs:
ü 2.9 million Meals Ready to Eat per day
ü 1.14 million gallons of water per day
o A total of 1.2 million meals have been received by the State of Florida.
· Healthcare and Public Health Update:
o The Health and Human Services Secretary has declared a Public Health Emergency for Florida.
o A total of 352 healthcare facilities were evacuated pre-impact.
o A total of 530 ambulances, 46 paratransit and 30 air ambulances were staged and ready for deployment.
o Two Disaster Medical Assistance Teams were staged in Atlanta, GA
· Infrastructure Updates:
o As of 3pm EDT, a total of 3.1 million customers are without power.
o More than 50,000 workers from at least 42 states have been deployed to assist in response and restoration efforts.
o The Ports of Tampa and Manatee are significant sources for fuel imports in Florida. Both ports remain closed until post-storm assessments can be completed.
o Fuel supply outages at retail stations have been reported in some regions of Florida due to increased demand and power outages.
o Seven water treatment plants were temporarily closed in five counties.
o Rail lines and Amtrak have suspended or have modified their services.
o Airport Status:
ü Open: Orlando Sanford International and Punta Gorda International Airport.
ü Closed: Tampa, Sarasota and St. Petersburg/Clearwater international airports.
ü Closed except for Emergency/Military Operations: Daytona Beach, Orlando, and Southwest Florida international airports.
· State Response:
o The Florida Governor has declared a State of Emergency for 51 counties.
o The Florida State Emergency Operations Center (EOC) is fully activated.
o The Florida National Guard (FLNG) has activated over 6,500 service members for Hurricane Milton response operations.
o FLNG has 31 rotary wing aircraft, approximately 500 high-wheeled tactical vehicles and 5 boats staged to provide search, response and damage assessment support post-storm.
o The Florida Department of Law Enforcement is directing the deployment of 500 out-of-state law enforcement officers.
· Federal Response:
o The FEMA Region 4 Response Coordination Center (RRCC) is activated to Level 1.
o Incident Management Assistance Team (IMAT) Deployments:
ü Region 4 IMATs have been deployed to the Florida and Georgia State EOCs.
ü The National IMAT has been deployed to Tampa.
ü Region 1 IMAT has deployed to Orlando.
ü Region 2 IMAT has deployed to Tampa.
ü Region 6 IMAT-2 has been deployed to Ft. Meyers.
ü Region 9 IMAT-1 has deployed to Atlanta, GA.
